Examine transmitted materials, and note new or revised text
enclosed in asterisks.

Follow instructions in the page control chart in the transmitting notice, for removing and inserting pages.

When you need to keep replaced pages, staple them to the change
notice that directed their removal. Ordinarily, replaced pages
will not be kept, except in master files.

Read the transmitting notice carefully; note items requiring
immediate action.

PAGE AND PARAGRAPHS NUMBERING.

The basic pages and paragraphs of this handbook are numbered in straight sequence. Tables of contents and appendix pages are numbered in straight sequences. When it is necessary to insert new pages or paragraphs, the new pages or paragraphs will be numbered by "dash" numbers. For example, a paragraph (or page) to be inserted between 26 and 27 will be designated as 26-1 and 26-2, etc. In some cases, two dash numbers will be used (e.g., 26-10, 26-11, 26-12, etc.) because of a large number of insertions.

KEEP THIS HANDBOOK UP-TO-DATE.

It is extremely important that you keep this handbook up-to-date. Remove and insert pages promptly as prescribed by change notices. No issuing system or distribution action can offset the failure of handbook users to keep their handbooks current.

PURPOSE. This Order transmits a revised Federal-aid Airport Program
Handbook. The handbook sets forth the policy and procedures for adminis-
tering the FAAP Program.

BACKGROUND. The Federal-aid Airport Program Handbook was originally
established by Order AS P 5100.1 on June 6, 1962. Since that time, 42
individual changes to the handbook have been issued.

The basic handbook, as well as several of the changes, are currently out
of print. In addition, a large number of page changes are needed to
bring the handbook up-to-date. In order to eliminate the necessity for
collation of each individual handbook, and to provide a new stock of
handbooks, this up-to-date revision has been prepared.

The revised handbook is designated 5100.1A, and incorporates all changes
through Change 42, as well as a substantial number of revisions that
would otherwise have been issued as Change 43 for the old handbook.
These are described in paragraph 6 below. For ease of identifying the
material that is new in this revision, asterisks (*) have been eliminated
from all pages that are merely being reprinted, and are included only on
pages that include additional and changed material that is new with this
revision.

For all future program purposes, the revised handbook (5100.1A) shall be
used. However, it is recognized that each regional and area office may
have need for a reference copy of the superseded material (AS P 5100.1).
It is recommended that no more than one complete set of the superseded
material be retained in each such office.

PRINCIPAL CHANGES. This revision includes changes related to the
following:

Criteria and guidelines for determining consistency of FAAP projects with plans of public agencies for development of the area in which the airport is located.

The "Fringe Benefits Requirements" of the Davis-Bacon Act as
required by the Regulations of the Secretary of Labor.

Guidelines relating to efforts of the sponsors to achieve compatibility of usage of land adjacent to or in the vicinity of the airport.

Miscellaneous changes to conform the handbook to current criteria and practices involving clear zones, publication in advertisement for bids of the "Equal Opportunity Clause," assurances required by Title VI of the Civil Rights Act of 1964, and advance planning grants.

Editorial changes to eliminate references to "District Airport Engineer," "DAE," "Regional Office," as well as other editorial changes to achieve clarity. Such editorial changes have been made only on pages that needed to be changed for other reasons. Similar editorial changes will be made on the remaining pages when it is necessary to revise them for substantive reasons.
