equipment specifications shall be charged with the implementation of this
policy and requirement. If the minimum needs of the Bureau necessitate
technical restrictive provisions in the specifications, such restrictions
shall be justified to and approved by the contracting officer in advance of
issuance of the specifications. In unusual instances where the Bureau does
not have available personnel who have sufficient specialized knowledge to
draft specifications for unique equipment which will meet the minimum
needs of the Bureau, and it is therefore desired to solicit the advice and
suggestions of a certain industry, any and all contacts with such industry,
whether formal or informal, shall be made with all members of the
industry known or believed to be qualified to produce such equipment and
interested in furnishing it. No such contact will be made without the prior
approval of the contracting officer. The advice and suggestions of an industry
thereby received will be independently evaluated by the Bureau in formulat-
ing the broadest possible basis upon which its requirements will be
advertised.★

ADMINISTRATIVE DESIGN POLICIES

.6 Design Supplements No. 1 to 11, inclusive, present standards and procedures governing the design of various Bureau structures, equipment, and facilities. The following paragraphs outline briefly the content of these supplements and give certain administrative policies and procedures encountered in their use which are of a more detailed or specific nature than those given in previous chapters of this Volume.

.7 Design Supplement No. 1, General Design Standards, at present consists of two chapters as follows:

Chapter 1--Drafting Standards

2--Reinforced Concrete Design Standards.

This supplement contains those standards of design that are required to standardize, as far as practicable, structural design and design drawings within the Bureau. Other chapters are planned for future release.

.8 Design Supplement No. 2, Treatise on Dams, consists of eight chapters as follows:

Chapter 1--Compendium of Dams

4--Basic Considerations

8--Earth Dams

9--Gravity Dams

10--Arch Dams

11--Buttress Dams

12--Spillways

13--Outlet Works.

Estimates of the inflow design flood to be expected at a dam site, for use in
determining the size and type of spillway required, are prepared by the
Regional Director and approved by the Chief, Hydrology Branch, Project
Planning Division, who transmits the estimates to the Chief Engineer. (See
Paragraphs 2.4.2 and 2.4.5-1 of this Volume; also Part 6 of Volume IV.)

Administrative policies and procedures encountered in connection with the design of power systems are covered in Chapter 2.6, Power System Analysis and Design of this Volume.

.11 Design Supplement No. 5, Field Installation Procedures, consists of three chapters as follows:

Chapter 1--Field Generator Tests

FIELD INSTALLATION PROCEDURES

2--Electrical Standards for Field Installation

3--Stringing and Sagging Transmission-line
Conductors.

These chapters, although not technical design procedures, are technical installation procedures and tests which should be followed so that the structure or feature will be installed and operated in accordance with the design assumptions. As such, these chapters will be particularly useful to operating offices whose responsibility is the testing or installation of electrical machinery and accessories. A supply of Chapter 2, Electrical Standards for Field Installation, separately bound, is available in the Supply Services Division for transmittal by contracting officers to Bureau contractors, free of charge. Acceptance tests shall be performed by representatives of the Branch of Design and Construction, or under their direction on all major electrical machinery installed in power and pumping plants in order to determine whether the performance of the equipment meets the machinery contractor's warranties as to capacity, efficiency, and performance.

.12 Design Supplement No. 6, Turbines and Pumps, consists of seven chapters as follows:
