CHAP. 2.1 ORGANIZATION AND RESPONSIBILITIES FOR FIELD DESIGN

.1 Policies and procedures relating to the assignment of design work to regional offices and the responsibilities of the Chief Engineer in connection with such work are prescribed in Chapter 1.1.

.2 Design activities assigned to a region shall be an integrated function of the
office in which they are performed and shall be under the administrative
direction of the office head. While it is not practicable to prescribe a uniform
Regional organization for performance of design work, experience ★★★ indi-
cates that delegated design work should normally be performed by Regional
or District Office design staffs. Exceptions to this principle are the prepara-
tion of drawings by the office engineering staff of the Construction Engineer.

The Regional Engineer, as a staff officer of the Regional Director, is responsible RESPONSIfor direct supervision of the preparation of designs, specifications, and related estimates in the regional office and for technical supervision of this work performed in operating offices. This supervision will be carried out through such

means as:

A. Directing the activities of the regional office design staff.

B. Preparing for approval and promulgation by the Regional Director
statements of procedure, consistent with policies and procedures of the
Chief Engineer, to coordinate and expedite the performance of delegated
design and specification work.

C. Preparing for the Regional Director correspondence to the Chief Engineer
or heads of operating offices relating to design and specification work.
D. Analyzing the regional program and design workload and recommending
to the Regional Director proposed delegations of design and specification
work to the region and redelegations to operating offices.

E. Visiting operating offices, reviewing the organization and staffing for
design work, reviewing the effectiveness of procedures promulgated by the
region, and recommending corrective action for consideration by the
Regional Director.

F. Providing a technical review of regional and field design activities, with the assistance as required of representatives of the Chief Engineer, for conformance to policies and standards established by the Chief Engineer.

G. Coordinating design and specification work performed in the regional office with that performed in operating offices and in the Branch of Design and Construction.

H. Being responsible for the progress of design work within the region in relation to program and contractors' requirements and presenting progress data for information or action by the Regional Director.

I. Recommending to the Regional Director the organization and staffing for design and specification work in the region.

J. Recommending to the Regional Director the reassignment, reclassification, or detailing of design personnel in the region.

K. Reviewing proposed work, including extension, repair, replacement,
improvement, or relocation of structures and facilities, and recommending
to the Regional Director the elements of such work which involve engineering
considerations and should be subject to the provisions of Volume X.

L. Formulating, with the assistance of the Regional Branch of Operation and Maintenance, design standards based upon reasonable operating requirements, to be used in the layout and design of irrigation distribution systems.

.4 Where it is desirable to redelegate design and specification work to operating offices, the Regional Engineer should make appropriate recommendations to the Regional Director. The Regional Engineer should base his recommendations upon factors similar to those considered by the Chief Engineer in making the original delegation to the Region. Redelegations of design and specification work by Regional Directors will be made to the heads of operating offices. Whenever such requirements are considered necessary, the redelegation will provide for review and approval of design and specification work by the Regional Engineer, but in all instances the Regional Engineer is responsible for the adequate performance of such work.

.5 Chapters 1.3 and 2.12, Volume XVI, emphasize the importance of operation and maintenance experience as a factor in the development of new designs and establish procedures intended to assure that significant operation and maintenance information reaches designers as expeditiously as possible. This information may be of a general character indicating a need for changing wellestablished design practices or it may have only local application to structures and facilities for which preliminary or final designs are to be developed. Regional Engineers have access to both types of information through participation in periodic inspections of structures in service, familiarity with local problems, and day-to-day contact with the other Regional branches and offices and with operating office personnel. When operating experience has demonstrated the need for considering changes in established design practices, such changes should be recommended to the Chief Engineer with a full explanation of the circumstances supporting the recommendation. Operation and maintenance information applicable to specific structures is most effective if included as a part of field data furnished for preliminary or final designs. In reviewing such data, the Regional Engineer should include recommendations of the Regional Branches of Operation and Maintenance, and Power Utilization based upon operating experience either as a part of the submission to the Branch of Design and Construction (see Subparagraph 1.1.5B) or in design instructions to be transmitted to operating office design staffs. Each Region should develop procedures which will assure that operating experience likely to influence future designs is promptly reported to the Regional Engineer.

.6 Correspondence related to delegated design work will normally follow administrative lines from the Chief Engineer to the Regional Director, attention Regional Engineer, unless arrangements for direct correspondence with the Regional Engineer have been made with the approval of the Regional Director. Direct communication between the Chief Engineer and the head of an operating office, which is performing delegated design work, is authorized where the contracting authority for the work has been retained by the Chief Engineer. Direct communication by such offices with the Chief Engineer will be restricted to submittals of designs and specifications which are to be reviewed by the Chief Engineer and other technical design matters not relating to programing of work, organization, staffing, or other administrative considerations. Copies of direct communications, exclusive of attached data, shall be furnished to the Regional Director and, where applicable, to the District Manager.

Engineer in duplicate. The procedure to be used for signing drawings is shown
in Paragraph 2.5.4 of Volume X. Duplicate prints of all drawings prepared
or revised by operating offices should be forwarded to the Chief Engineer. It
is important that the design drawings be revised to show all changes that are
made during construction, so that the drawings will be an accurate record of
the features as built. Final computations and drawings prepared by operating
offices should be forwarded to the Chief Engineer for permanent record after
they have served their purpose in the field. Paragraph 2.5.15 gives instruc-
tions for maintenance of complete and up-to-date drawing and data files by
the Branch of Design and Construction.★

.4 Estimate and Report of Delegated Design Work (L25) has been designed for
the purposes of (1) showing an estimated program of delegated design work and
(2) reporting the monthly progress on that work (see Figure 1). The estimated
distribution of man-days, by quarters, should be placed in the upper blocks on
the form and a brief description of the assignment should be included in the
lower left-hand corner of the form. The form is prepared on thin paper so
that a print may be taken from it each month for the progress report. For
this purpose, it is necessary merely to fill in the appropriate lower blocks,
representing months in each quarter, with the actual man-days performed
during the month and obtain prints, which should be dated in the upper right-
hand corner. It is necessary to submit reports for only the features on which
work has been accomplished during the reporting month. All of the separate
feature reports for each operating office should be bound together with a
summary sheet on top. The summary sheet should include a tabulation, by
organizational groups, of the man-days per quarter available for design and
specification work. When a delegation is nearing completion, if it becomes
apparent that the original estimate of man-days required to perform the assign-
ment was either too high or too low, the estimate should be revised so that the
amount shown for the percentage of completion will be in accord with the facts.
The report should be submitted to reach the Chief Engineer by the fifth day of
the month following that for which the report is made. Transmittals should be
marked: "Attention: 220B."
