SECTION 26. MOUNT PLEASANT LIGHTHOUSE RESERVATION, B. C. This reservation consisting of 1 lot 50 feet by 200 feet and appurtenant structures thereon consisting of a keeper's frame dwelling and 2 outbuildings, is surplus to the needs of the Lighthouse Service, and clearance has been granted for transfer of same to the War Department, subject to enactment of legislation to effectuate permanent transfer. The land was acquired by purchase in 1857 for lighthouse purposes for a consideration of $800.

SECTION 27. BOLIVAR POINT LIGHTHOUSE RESERVATION, TEX.

The entire reservation, comprising about 2 acres, and appurtenant structures thereon, consisting of a 12-room frame keepers' dwelling and brick light tower, is no longer required for lighthouse purposes and was turned over to the War Department on September 1, 1933, for military purposes, pending the enactment of legislation to effectuate permanent transfer. The land was acquired by purchase in 1848 for a consideration of $1,000, and was last cleared for transfer on October 21, 1933.

SECTION 28. BAILEYS Harbor range LIGHTHOUSE RESERVATION, WIS.

The reservation, comprising about 30 acres, and appurtenant structures thereon, consisting of a keepers' dwelling and outbuildings, excepting two small plots of land for the establishment and maintenance of aids to navigation together with rights of ingress and egress by land and water, is surplus to the needs of the Lighthouse Service and now used by the park commission of Door County, State of Wisconsin, under the terms of a revocable license granted by the Department dated January 1, 1934. The land was acquired by purchase in 1868 for lighthouse

purposes.

SECTION 29. EAGLE BLUFF LIGHTHOUSE RESERVATION, WIS.

The light at this station has been made automatic and unattended, making it advantageous to the Government to dispose of the largest portion of the property, including the old keeper's dwelling and out buildings, excepting the light tower and a plot of land about 100 feet square surrounding same and rights of ingress and egress to the light by land and water. The reservation comprises about 12 acres of land originally reserved for lighthouse purposes by Executive order dated October 19, 1866. The reservation adjoins the Wisconsin Peninsula State Park and the State conservation commission has requested transfer of the surplus property for public-park purposes. The surplus property was last cleared for

disposal on January 18, 1933.

SECTION 30. EDIZ HOOK LIGHTHOUSE RESERVATION, WASH.

The portion of the Ediz Hook Lighthouse Reservation which was leased to the city of Port Angeles, Wash., for 99 years, under the act of March 9, 1914 (38 Stat. 293), is not likely to ever be required for lighthouse purposes and it would therefore appear advantageous to the Government to dispose of same by private sale to the city. A consideration of $5,000 heretofore offered by the city of Port Angeles is considered reasonable for the property.

SECTION 31

It is desired by this item to acquire by transfer from the War Department 2 parcels of the military reservation at South Pier, Buffalo Harbor, N. Y., for lighthouse purposes, 1 parcel comprising some 5.36 acres and 1 parcel 8.68 acres; also a parcel containing some 14.55 acres for Coast Guard purposes. The division of the property has been agreed to by the War, Treasury, and Commerce Departments to the mutual advantage of all services which will use the property. The United States South Pier will be retained by the War Department.

SECTION 32

It is desired by this item to amend the act of February 18, 1931 (46 Stat. 1172), to provide also for the reservation of the following for lighthouse purposes: San Juan and San Mateo Rocks and two rocks in the vicinity of Laguna Beach, off the coast of Orange County, Calif.

SECTION 33

It is desired by this item to acquire authority to reconvey to one of the original grantors, Charles E. Robinson, upon payment of a consideration of $550, a portion of the Isle au Haut Lighthouse Reservation, State of Maine, which is surplus to the needs of the Lighthouse Service since the change of the light in the tower to automatic. The reservation, comprising about 2 acres, was conveyed to the United States by Charles E. Robinson and Alphonso Robinson by warranty deed dated February 18, 1907, for a consideration of $400. Clearance was last granted for disposal on December 9, 1933.

SECTION 34

The Sapelo Lighthouse Reservation is situated on the southern extremity of Sapelo Island, McIntosh County, State of Georgia, and comprises approximately 43 acres of hammock land and 152 acres of marsh land, approximately 2 acres of which is enclosed with the following structures thereon: An old brick lighthouse tower, two keepers' 1-story frame dwelling, brick oil house, frame storehouse, boathouse, and wharf. The land was acquired by purchase on May 23, 1808, for lighthouse purposes, and clearance has been granted for transfer of the entire reservation and appurtenant structures to the Department of Agriculture for the official use of the Bureau of Biological Survey.

House of Representatives, Washington, D. C. MY DEAR MR. WARREN: Reference is made to the suggestion which you made in telephone conversation with Mr. King with respect to bill H. R. 7131, a bill to authorize the Secretary of Commerce to dispose of certain lighthouse reservations, and for other purposes, on which bill the Department furnished your committee a report on April 6, 1935. This Bureau agrees with the suggestion for including in this bill the items for Fairport Harbor, Ohio, and Grindel Point, Maine, and encloses draft for amending H. R. 7131 accordingly.

The item recommended to be included as section 35 was separately introduced as H. R. 1483, on which a favorable report was made by this Department on January 28, 1935, to the Chairman Committee on Interstate and Foreign Commerce. The item recommended to be included as section 36 was separately introduced as H. R. 3041, on which a favorable report was made by this Department on February 13, 1935, to the chairman of the same committee, and on March 8 proposed an amendment thereto.

It is hoped that the proposed consolidation of these items with the omnibus bill may facilitate enactment of this legislation for the Lighthouse Service.

The Committee on Merchant Marine and Fisheries, to whom was referred the bill (H. R. 7132) to authorize the Secretary of the Navy and the Secretary of Commerce to exchange a portion of the naval station and a portion of the lighthouse reservation at Key West, Fla., having had the same under consideration, reports it back to the House without amendment and recommends that the bill do pass. The letter of the Secretary of Commerce showing that the exchange has the approval of the Secretary of the Navy follows:

1. Reference is made to H. R. 7132, being a bill to authorize the Secretary of the Navy and the Secretary of Commerce to exchange a portion of the naval station and a portion of the lighthouse reservation at Key West, Fla., on which the Department has been requested for a report from the chairman of the Committee on Merchant Marine and Fisheries.

2. The purpose of this bill is to authorize the Secretary of Commerce and the Secretary of the Navy to exchange certain small areas under their respective jurisdictions to increase the availability of each for the uses of the respective departments. The proposed exchange is considered advantageous and beneficial and it would in no way interfere with the activities of the two departments. It has the approval of the Secretary of the Navy.

3. It is recommended that the Department favor the enactment of the proposed legislation into law.

The Committee on Naval Affairs of the House of Representatives, to whom was referred the bill (H. R. 5731) to amend in certain particulars the act approved February 28, 1925, entitled "An act to provide for the creation, organization, administration, and maintenance of a Naval Reserve and a Marine Corps Reserve", as amended, and for other purposes, having considered the same, report it to the House with amendments and with the recommendation that it do pass. Amend by striking out the words "after the word 'officers' in page 4, line 9.

Amend by inserting the words "in lieu of the words 'a division"" after the word "inserting" on page 4, line 9.

Amend by striking out the words in line 10, page 4.
