The subcommittee met, pursuant to call at 9:40 a.m. in room 2222, Rayburn House Office Building, Hon. John J. LaFalce, presiding. Present: Chairman LaFalce, Representatives Hoagland, Leach, Bereuter, Paxon and Russo. Mr. LAFALCE. The Subcommittee on International Development, Finance, Trade and Monetary Policy will come to order. I regret that Congressman Walter Fauntroy, the Chairman of the Subcommittee, could not be with us today. He advised me of his reasons and asked me if I could chair this subcommittee for today's hearing in his absence, and I was more than happy to comply with his request. We have a full plate of issues before us today. First, we will explore various initiatives relating to the Export-Import Bank's role in Central Europe. Several Members, in searching for ways to assist these newly emerging democracies have proposed an expansion of Exim's tied aid credit program in order to advance the cause of American exports to the region. I have introduced a Central European Outreach bill which would, among other things, substantially increase Exim resources for direct loans, and then earmark most of that increase for Central Europe. I hope we will have a fruitful discussion today about how to best use Exim resources in a timely way. Second, another issue that my directly affect Exim and Central Europe is the question of official debt relief. Our distinguished ranking Republican Member, Jim Leach, has asked the administration to pursue official debt relief for Central Europe in a variety of ways and in a variety of forums through his position on the Foreign Affairs Committee. I have introduced legislation which has been referred to the Banking Committee which would place the emphasis on official "debt for environment swaps." But whatever the forum or the mechanism, Congressman Leach and I both believe that the Administration must explore-on an urgent basisthe possibility of official debt relief for Central Europe, particularly Poland.
