PREFACE

This publication sets forth the Findings of Fact and Recommendations of the NASA Inventions and Contributions Board concerning selected petitions for waiver of rights by the United States to inventions made or that may be made in the performance of work under contracts with the National Aeronautics and Space Administration, as determined by the Administrator pursuant to 42 U.S.C. 2457(f).

In addition, lists of those petitions for which Findings of Fact are not digested in this publication, and of those on which action has been deferred by the Board, are included.

To assist in locating requests for waivers on which Findings of Fact and Recommendations have been made and digested, they are identified in this publication by:

1. The year in which the applicable NASA Patent Waiver Regulations became effective,

2. Name of Petitioner,

3. Number of the contract or Request for Proposal,

4. Description of Contract or Invention,

5. Headnotes of the salient issues raised by the Petition,

6. Rationale used by the Inventions and Contributions Board in arriving at its recommendation.

At least annually, additional Findings of Fact and Recommendations of the NASA Inventions and Contributions Board on new petitions will be published as supplements to this Handbook. For subscribers other than NASA installations, copies may be purchased from the Superintendent of Documents, Government Printing Office, Washington, D.C. 20402.
