First session of the Eighty-sixth Congress convened.

Thirty-six Senators took their oaths of office, including two from Alaska. Senate adopted procedural resolutions, and held preliminary discussion of rules changes.

Majority assignments announced for House Committees on Rules, Ways and Means, Appropriations, and House Administration.

Resolutions Submitted: Five resolutions were submitted, as follows: S. Res. 1-5. Pages 7-8

Swearing In of Newly Elected Senators: The following 32 Senators, elected in November 1958 for the term expiring in 1965, were sworn in: Senators Beall, Byrd (Virginia), Byrd (West Virginia), Cannon, Chavez, Dodd, Engle, Goldwater, Gore, Hart, Hartke, Holland, Hruska, Jackson, Keating, Kennedy, Langer, Mansfield, McCarthy, McGee, Moss, Muskie, Pastore, Prouty, Proxmire, Scott, Stennis, Symington, Williams (New Jersey), Williams (Delaware), Yarborough, and Young (Ohio).

In addition, the following two Senators were sworn in for the balance of the unexpired terms to which they had been elected in November 1958: Senators Jordan (1961) and Randolph (1961).

Procedural Resolutions Adopted: The Senate adopted the following procedural resolutions:

Classes of Alaska Senators: S. Res. 1, providing for determination by lot of classes to which Senators from Alaska shall be assigned.

Notification of quorum: S. Res. 2, providing for the appointment of two Senators to advise the President that a quorum of the Senate is present and ready to receive any message. Senators Johnson of Texas and Dirksen were appointed to this committee.

Legislative program: S. Res. 3, advising the House that a quorum of the Senate is present and ready to transact business.

Hour of meeting: S. Res. 4, setting the hour of 12 o'clock meridian as the hour of daily meeting of the Senate unless otherwise ordered.

Pages 7-8 Senators From Alaska: Following presentation, reading, and filing of their credentials, Senators Bartlett and Gruening, of Alaska, were sworn in.

Pursuant to provisions of S. Res. 1, previously adopted, Senator Gruening drew slip No. 3, providing for expiration of his term on January 3, 1963, and Senator Bartlett drew slip No. 2, providing for expiration of his term on January 3, 1961.

Senate Rules: Senator Johnson (Texas) submitted
S. Res. 5, to amend Rule XXII of the Standing Rules of
Senate by permitting cloture on vote of two-thirds of
Senators present and voting, to extend cloture to motions
to proceed to consider a change in the Standing Rules
of Senate, and to provide that rules of Senate shall con-
tinue from one Congress to the next unless changed as
provided in the rules. Consideration of this resolution
was prevented by objection of Senator Case (New
Jersey), and the resolution was ordered to lie over 1 day
under the rule. Senator Johnson (Texas) then sub-
mitted notice of intention to move to amend Standing
Rules of Senate in manner provided in S. Res. 5, above
described.

Election of Speaker: By a vote of 281 to 148, with 2 Members-elect voting present, Sam Rayburn, of Texas, was elected Speaker of the House of Representatives over Charles A. Halleck, of Indiana. The Speaker was escorted to the Chair by Representatives Halleck, McCormack, Vinson, Cannon, and Hoeven.

Representative Vinson administered the oath of office to the Speaker, who subsequently administered the oath to 430 Members-elect en bloc. Representative-elect Alford of the Fifth Congressional District of Arkansas was requested to stand aside during the en bloc oath administration when objection was raised by Representative Dingell to the swearing in of Mr. Alford. Subsequently the House by a voice vote adopted H. Res. 1, authorizing the administration of the oath of office to Representative-elect Alford, which was immediately done by the Speaker.
