COMMITTEE BUSINESS

Committee on Rules and Administration: Committee, in executive session, ordered favorably reported the following: an original resolution providing for the preparation and printing of a new edition of the Senate Manual; an original resolution authorizing payment of compensation for a certain period to employees of former Senator Hoblitzell; three original resolutions authorizing payment of gratuities to survivors of deceased Senate employees; without amendment, S. Res. 34, authorizing additional funds for the Official Reporters for Senate debates and proceedings ($20,000); and an

original resolution authorizing the printing as a Senate document of the 60th Annual Report of the National Society of the DAR.

The committee also approved the finished portraits of the five Senators selected for placement in the Senate Reception Room and authorized proceeding with appropriate unveiling ceremonies.

Committee received a staff report relative to space assignments in the Old and New Senate Office Buildings.

The committee also adopted its rules of procedure for the 86th Congress and set its meeting dates as the second and fourth Wednesdays of each month.

Committee on Foreign Affairs: The Subcommittee for Review of the Mutual Security Programs met in executive session and continued hearings on the United States aid program in Pakistan.

COMMITTEE ORGANIZATION

Committee on Interior and Insular Affairs: Met in executive session with regard to committee organization, approved rules of committee for the 86th Congress, and announced the appointment of the following chairmen of subcommittees: Irrigation and Reclamation, Representative Rogers of Texas; Territorial and Insular Affairs, Representative O'Brien of New York; Mines and Mining, Representative Powell; Public Lands, Representative Pfost; and Indian Affairs, Representative Haley.

The committee also approved staff appointments and will meet in executive session on Friday, January 23, to discuss scheduling of Hawaii statehood legislation.

LIFE INSURANCE TAXATION

Committee on Ways and Means: Authorized the release to the public of a committee print of a draft of a bill relating to the taxation of life insurance companies. Also authorized the release to the public of the report of the Subcommittee on Internal Revenue Taxation to the full committee on the subject of taxation of the income of life insurance companies. It was emphasized that the draft bill, the release of which was authorized, is based on the Treasury Department combination approach to the problem of taxing the income of life insurance companies, and that it is being made available for informational purposes only. Further, its comments have not been approved by the full committee or any member or subcommittee thereof.

The subcommittee report and the draft bill will be available at the committee office, room 1102, New House Office Building, on Thursday, January 22. The com

mittee will continue its executive sessions on this subject at 10 a.m. on Thursday.

Joint Committee Meetings

EURATOM

Joint Committee on Atomic Energy: Subcommittee on Agreements for Cooperation held hearings on the proposed agreement between the U.S. and European Atomic Energy Community, with testimony from Commissioner John F. Floberg and other AEC witnesses. Hearings continue tomorrow.

WASHINGTON METROPOLITAN PROBLEMS Joint Committee on Washington Metropolitan Problems: Committee continued in executive session to discuss its final report, but did not conclude its work and will meet again tomorrow.

Committee on Armed Services: Committee met in executive session to receive a briefing from Secretary of the Army Wilber M. Brucker and Army Chief of Staff Gen. Maxwell D. Taylor, who did not conclude their remarks and will continue tomorrow.

HOUSING

Committee on Banking and Currency: The committee began hearings on pending housing legislation, with testimony from the following Government officials: Norman P. Mason, Administrator, HHFA; W. Beverly Mason, Jr., FHA; Charles E. Slusser, Commissioner, Public Housing Administration; J. Stanley Baughman, President, Federal National Mortgage Association; John C. Hazeltine, Commissioner, Community Facilities Administration; Richard L. Steiner, Commissioner, Urban Renewal Administration, all of HHFA; and John H. Arrington, Chief of Family Housing Division, Department of Defense.

Hearings continue tomorrow.

COMMITTEE ORGANIZATION

Committee on Government Operations: Committee, in executive session, appointed membership to the following two subcommittees: (1) Permanent Subcommittee on Investigations-Senators McClellan, chairman, Jackson, Ervin, Muskie, Mundt, and Curtis, and (2) Subcommittee on Reorganization and International Organizations-Senators Humphrey, chairman, McClellan, Gruening, Muskie, Capehart, and Mundt.

Committee approved for reporting two original resolutions authorizing expenditures by these subcommittees of $220,000 and $55,000, respectively.

The committee adopted the same rules of procedure as were in effect during the 85th Congress.

The committee authorized the filing of six committee and subcommittee reports.

FEDERAL AIRPORT ACT

Committee on Interstate and Foreign Commerce: The Aviation Subcommittee began hearings on S. I, to amend the Federal Airport Act in order to extend the time for making grants under the provisions of such act, with testimony from Senators Bartlett and Yarborough; Elwood R. Quesada, Administrator, Federal Aviation Agency; William B. Hartsfield, mayor of Atlanta; Joseph E. Dillon, mayor of St. Paul; A. B. McMullen, National Association State Aviation Officials; and Charles A. Parker, National Aviation Trades Association.

Hearings continue tomorrow.

Roy Carroll, Jr., both of American Institute of Architects; George T. Mustin and Mrs. Goldie Rogers, both of American Nursing Homes Association; and William Carlebach, Harold V. Miller, and Paul Menk, all of the Association of State Planning and Development Agencies.

PRICE INFLATION

Committee on the Judiciary: Antitrust and Monopoly Subcommittee held hearings on the character of public policies which can be adopted by the Congress to combat price inflation, with testimony from Dr. Edwin Nourse, Washington, D.C., former Chairman, Council of Economic Advisers; and Dr. Ben Lewis, Oberlin College, Oberlin, Ohio.

Hearings continue tomorrow.

bills relating to statehood for Hawaii will begin on Monday, January 26, at 9:45 a.m.

JUDICIAL INVESTIGATION

Committee on Rules: Ordered favorably reported to the House H. Res. 27 (amended), authorizing the Committee on the Judiciary to conduct investigations relating to certain matters within its jurisdiction. Testimony was received from Representatives Willis and McCulloch.

INTERSTATE COMMERCE INVESTIGATION

Committee on Rules: Ordered favorably reported to the House H. Res. 56 (amended), authorizing the Committee on Interstate and Foreign Commerce to conduct investigations relating to certain matters within its jurisdiction. Testimony was received from Representatives Harris and Bennett of Michigan.

BANKING AND CURRENCY INVESTIGATION Committee on Rules: Ordered favorably reported to the House H. Res. 81 (amended), authorizing the Committee on Banking and Currency to conduct investigations relating to housing. Testimony was received from Representatives Rains and McDonough.

VETERANS' AFFAIRS INVESTIGATION Committee on Rules: Ordered favorably reported to the House H. Res. tor (amended), authorizing the Committee on Veterans' Affairs to conduct investigations and studies relating to certain matters within its jurisdiction. Testimony was received from Representative Teague of Texas.

ASTRONAUTICS INVESTIGATION

Committee on Rules: Ordered favorably reported to the House H. Res. 133 (amended), authorizing the Committee on Science and Astronautics to conduct certain investigations. Testimony was received from Representatives Brooks of Louisiana and McCormack.

SMALL BUSINESS COMMITTEE

Committee on Rules: Held but did not complete hearing on H. Res. 51, to create a select committee to conduct a study and investigation of the problems of small business. Testimony was received from Representative Patman. Date of further hearing is to be announced. LIFE INSURANCE TAXATION
