Mr. WHITTEN. I believe it would be well for the record to show the pertinent provisions of law having to do with the production of wool, and the average payment as well as a listing of some reasonable percentage of the larger payments that may have been made to individuals and corporations.

1 The payments were compiled from listings of payments of $3,000 or more (submitted by ASC county offices pursuant to notice LD-60, dated June 27, 1960) and therefore the totals do not include the payment on shorn wool or unshorn lambs if the payment was less than $3,000.

NOTE-Payments to the same producer by more than one county office have not been combined. Payments are made on wool sold during the marketing year and consequently they may reflect more or less than 1 year's clip depending upon whether the grower held over all or part of his clip from 1 year to another.

EMPLOYMENT IN ASCS

Mr. NATCHER. How many people do you have presently employed in the ASCS program?

Mr. GODFREY. This is actual count as of a particular date?

Mr. NATCHER. As of the last day of the fiscal year 1962.

Mr. GODFREY. As of December 31, 1962?

Mr. NATCHER. Either December 1962 or July 1, 1962.

Mr. GODFREY. As of January 1963 we have an actual head count of Federal employment. This does not include county employment. But we can give you the actual for July 1 of 1962 for both State and counties. We can furnish for the record the actual man-years or the actual head count as of January 1, 1963, if you like, for both State and county.

Mr. NATCHER. Suppose you furnish it then for December 31, 1962. Mr. GODFREY. End of the year?

Mr. NATCHER. Yes.

Mr. GODFREY. We will furnish it for the record, the total number of employees in both county and State offices at that time.

Mr. NATCHER. Also you will include your Washington office?
Mr. GODFREY. Yes.

AGRICULTURAL STABILIZATION AND CONSERVATION SERVICE

ANALYSIS OF FULL-TIME FEDERAL EMPLOYMENT FOR JANUARY 1963

Total full-time employment.-ASCS total full-time employment other than in county offices was 7,099 for January 1963. Summary detail by organizational category follows:

1 Adjusted for comparability due to reorganization and other developments. The comparability adjustment computations are shown below:

Washington offices.-Full-time employment was 1,196, a decrease of 18 below January 1962 and a reduction of 16 below last month. This reduction is attributable mainly to the reorganization.

Commodity offices, data processing center, and management field office.-Full-time employment was 3,496, an increase of 4 above last January. In commodity offices alone, full-time employment was 2,960. Commodity office employment has not been lower than this in the last 9 years.

State offices.-Full-time employment was 1,882, an increase of 19 above last January. With the exception of last year, this is the lowest January employment since 1957.

Aerial photography laboratories.-Full-time employment was 132, a decrease of 44 below last year.

Other field offices.-Full-time employment in other field offices was 393, an increase of 15 above last January, reflecting increased employment in audit and investigation field offices of 18 and a decrease of 3 in other offices.
