Date Shirley, Olcott & Nichols first became representative and source of contact: February 1942. The early part of February 1942, the Navy was having great difficulty in obtaining sufficient sources of supply for ordnance forgings such as housings and breech blocks. The Heppenstall Co., whom we represent had furnished forgings of this type to the Navy for many years and when they informed the Navy that they could not produce, more than they were producing, at full capacity, the Navy requested them to try and find some other company that could help out on the program. As a result, the Heppenstall Co. obtained an agreement from H. K. Porter Co., whose plant is located near them to do the machining and heat treating if Heppenstall would make the steel and furnish the rough forgings. At a conference in the Bureau of Ordnance, at which the Heppenstall Co. and H. K. Porter Co. officials were represented, it was decided that H. K. Porter Co. would take a contract for certain forgings. Since Mr. Olcott was handling the technical details of the Heppenstall account, Mr. T. M. Evans of H. K. Porter Co. requested that he also handle similar details for his company, in connection with this work. This we agreed to do, taking the account on the same compensation that we received from the Heppenstall Co. At that time, we expected to handle this one contract. However, it developed later that the H. K. Porter Co. were in a position to produce certain shells which were urgently needed by the Navy. We agreed to handle these subsequent contracts at a rate of compensation of 21⁄2 percent.
