Prior to commencement of proceedings, on May 1, 1987, the Tribunal sent a letter to all the parties who had participated in either of the two previous ratesetting hearings urging private settlement. Eleven parties filed notices of appearances with the Tribunal. Representing users of the copyrighted works were: Public Broadcasting Service, National Public Radio, the American Council on Education, the National Federation of Community Broadcasters and National Religious Broadcasters Radio Music License Committee. Representing owners of the copyrighted works were: ASCAP, BMI, SESAC, Inc., the Harry Fox Agency, Inc., National Music Publishers Association, and the Coalition of Visual Artists Organizations. Written direct cases were filed September 21, 1987. 1986 Jukebox Royalty Distribution Proceeding During January, 1987, the Tribunal received 5 timely filed claims to the 1986 jukebox royalty fund. 1986 Cable Royalty Distribution Proceeding During July, 1987, the Tribunal received 721 timely filed claims to the 1986 cable royalty fund. In addition to the new matters described above, the Tribunal concluded two distribution proceedings during FY 1987, the 1984 Jukebox Royalty Distribution Determination and the 1984 Cable Royalty Distribution Proceeding, which were begun in previous years. The Tribunal was also upheld by the U.S. Court of Appeals in three of its earlier determinations during this period.
