Replacement and upgrade of ADP hardware CBO microcomputers are aging and will need to be replaced with the significantly faster and more efficient models becoming available. ¦ Staff : Amount ($000) ·{---------¦ 18 01 0 Role of the Program Divisions CBO's four progran divisions--Human Resources, Natural Resources, National Security, and General Government unit of OIGR--respond to requests from almost every committee of Congress for analyses of issues and options that allow the Congress to forecast the consequences of legislation before it is enacted. These responses are in the form of forsal and informal cost estimates, short-tera policy analyses of specific provisions of proposed legislation, testimony at Congressional hearings, and longer-ters analyses of broad issue areas which may result in published papers. In addition, all of these divisions provide information and analyses essential to the preparation of budgetary and bill cost estinates prepared by the Budget Analysis, Fiscal Analysis, and Tax Analysis divisions, as well as writing many of the sections of CBO's annual report on options for reducing the deficit. Natural Resources and Commerce Division: This division serves Congressional committees that deal with agriculture, energy, the environment, industry and trade, public works infrastructure, and research development and technology. Human Resources and Community Development Division: This division provides analysis of programmatic and budgetary issues in the areas of income assistance, Social Security, health, education, employment and training, social services, housing and community development National Security Division: This division's analyses examine issues and legislation concerning military manpower, strategic forces, general purpose forces, and other programs related to national defense. General Governgent: This unit of the Office of Intergoverngental Relations studies issues related to the organization and sanagement of the federal government and the compensation of active and retired federal workers. Accomplishments of the Program Divisions in Fiscal 1987 The accomplishments of the Program divisions include the following: Natural Resources and Commerce Division: This division completed 19 formal projects during FY 1987. These included 6 published studies, 3 staff working papers, I staff-to-staff memorandum, 3 testimony, and 6 letters. The more important analyses included: ⚫ a long-term post-Challenger analysis of the MASA budget comparing agency goals and expected funding; ⚫ an analysis of the pending insolvency of the Fara Credit Systea; • a review of GATT negotiations; ♦ an analysis of the semiconductor industry's proposal for a joint research venture. page 48 |
