CHANGES IN CAPITOL POLICE PLANS FOR FY 1987 AND FY 1988 During FY 1987, there were several significant differences between planned and actual expenditures. Funds allocated for Other Services were reprogrammed as a result of new programs not being implemented as planned. Programs not implemented included Applicant Psychological Screening, Applicant Written Testing, Accreditation and the Employee Assistance Program. Funds not used for these programs were reprogrammed to the Capital Assets account with prior approval from the Subcommittee on Legislative Appropriations. areas. An additional four wheel drive vehicle was needed for emergency situations during inclement weather. Additionally, there was a need to purchase an engine analyzer to assist in keeping our vehicle fleet operational. During FY 1987 a thunderstorm caused significant damage to the basement of the Headquarters building, causing a loss of $25,000 in the Technical Security Division's electronic countermeasures equipment. In the account Supplies and Materials, $50,000 was reprogrammed to purchase new summer uniform short sleeved white shirts to replace the dark colored shirts during the hot, humid summer months. During FY 1988, changes in the original Capitol Police budget request were made in response to cuts pursuant to the Summit Agreement on Deficit Reduction. Additional funds provided for in H. J.
