Are all employers engaged in local retail trade or local service industry in a town of less than 2,500 exempt? A. No. Only employers operating three or less establishments, each of which is in such a small town, are exempted. 151. Q. In what towns does an employer have to be located to be exempt? A. In order for an employer to be exempt, the town in which he is located must be (1) under 2,500 population according to the 1930 Federal Census and (2) not in the immediate trade area of a city or town of larger population. A town will be considered to be in the immediate trade area of a larger city or town in either of two cases: (a) If it is in the metropolitan district of a city of over 100,000. (b) Or if it borders on a city or town over 2,500. A map showing what constitutes the metropolitan district of every city over 100,000 is printed in a pamphlet called "Metropolitan Districts", published by the Bureau of the Census, Department of Commerce, Washington, D. C. The State NRA Compliance Directors will explain whether any particular town is or is not included in the Executive Order, and if an employer is in doubt as to whether or not he is exempt, he should consult his State NRA Compliance Director.
