I wish to say that in recommending appropriations for the succeeding years, under the post-road plan, we have considred very fully two points. The first is the amount that the appropriation should be for the next fiscal year, and, second, the question of a continuous program over several years. We believe that provision now for a continuing program is of more vital importance at this time than the exact amount of the fund that is made available for next year. I have gone into this matter in detail with the Secretary, and the attitude of the department and the recommendation of the department upon the matter of the continuation of this program takes into consideration the condition of the Treasury at the present time. We have earnestly considered all of the conditions which the Congress has to meet in providing appropriations at this time. I may say that our judgment of the amount of money that can be used to good advantage is higher than the amounts we are actually recommending. We are recommending $50,000,000 for next year, to be followed by an appropriation of $65,000,000 and $75,000,000 for the two succeeding years.
