(2) A bond issue of $250,000 for the construction of the road toward Waimanalo.

NOTE. The board of supervisors have added to this the sum of $71,000 for the construction of the first 4,000 feet, which is now under construction, plans of which are attached hereto as Exhibit 8.

(3) A bond issue of $150,000 for the reconstruction of the Nuuanu Pali road above the Country Club.

The approximate location of the roads to be built under bond issues are better shown on the map of Oahu, marked "Exhibit 7," attached hereto.

Estimates.-Approximate estimate of the cost of reconstructing the road on its present alignment from Honolulu to Schofield Barracks under specifications similar to those of the Belt Road on windward, Oahu, which were approved by the military authorities and which provide for a uniform 6-inch reinforced concrete pavement, $60,000 per mile, or total of $1,320,000.

On Figure 3 we have shown the typical section of the Belt Road now under construction, together with the contractor's bid per mile.

NOTE. In the opinion of this department the road from Honolulu to Schofield should be wider and of heavier construction than that used on windward, Oahu, on account of the greater volume and heavier traffic. This road should have a minimum paved width of 20 feet and be of reinforced concrete, 8 inches thick at the center and 6 inches on the edges.

On the basis of the recent Waimanalo contract, in which this type of road is used, a reasonable estimate would be $75,000 per mile, making a new road from Honolulu to Schofield cost $1,650,000.

An approximate estimate of the cost of reconstructing the Honolulu Pearl Harbor-Fort Kamehameha Road would be $60,000 per mile, or a total of $540,000.

N. B.-These estimates, of course, are based on recent contracts and the present price of material.

Suggestion. In connection with the reconstruction of the Honolulu-Schofield road this department is of the opinion that thorough engineering studies should be made with a view of determining the feasibility of making one main highway serve both Pearl Harbor and Aiea by carrying the main road on the Makai side of Salt Lake and eliminating the present Moanalau-Red Hill-Aiea section.

The advantages of such a scheme are: (1) A saving of 5 miles of first cost and subsequent maintenance charges. The first cost alone would represent at least $300,000. (2) A saving in the cost of operation to civilian and United States military traffic, by a saving in gasoline consumption through the elimination of the unnecessary climb up Red Hill, only to drop down to sea level again. (3) A safer road should be constructed on the Makai side of Salt Lake at a much less cost per mile.

The present Moanalua-Red Hill road is under existing conditions a trap for all heavy trucks on wet days, and in case of military necessity would be quite a handicap under existing conditions.

The above is merely a suggestion which the department believes should be thoroughly investigated.

The proposed route of this main highway is shown in broken red lines on the plan of Oahu, marked "Exhibit 7."
