MY DEAR MR. CHAIRMAN: The bill (H. R. 3929) for the relief of William A. Ambrose, was referred to the Navy Department by your committee with a request for report and recommendation.

The purpose of this bill is to consider William A. Ambrose as having been honorably discharged from the naval service on December 2, 1918. The records of the Navy Department show that William A. Ambrose was born on July 16, 1894, and enlisted in the Navy on May 15, 1917. During his service in the Navy, Ambrose committed the following offenses:

August 21, 1917: Absent over leave 2 days and 7 hours; summary court martial and sentenced to a bad-conduct discharge which was remitted subject to a probationary period of 6 months.

September 17, 1917: Stowing away and not showing up to stand steaming watch.

March 14, 1918: Absent over leave 3 hours and 50 minutes.

March 22, 1918: Arrested for disorderly conduct.

September 4, 1918: Absent over leave 6 days, 16 hours, and 30 minutes; summary court martial.

November 9, 1918: Absent over leave 1 day and 17 hours; summary court martial, and sentenced to a bad-conduct discharge.

Ambrose was given a bad-conduct discharge on December 2, 1918, at Yorktown, Pa.

This bill, if enacted into law, would result in no cost to the Navy; however, it is probable that a charge under the Veterans' Administration would be involved now or in the future.

The Navy Department recommends against the enactment of the bill H. R. 3929.

FOR THE RELIEF OF EDWARD JOHN BRADLEY, DECEASED (H. R. 3931). MR. CONNERY

House of Representatives, Washington, D. C.

MY DEAR MR. CHAIRMAN: The bill (H. R. 3931) for the relief of Edward John Bradley, deceased, was referred to the Navy Department by your committee with a request for report and recommendation.

The purpose of this bill is to consider Edward John Bradley as having been honorably discharged from the naval service of the United States as a seaman, second class.

The records of the Navy Department show that Edward John Bradley was born on July 7, 1897, and enrolled in the Naval Reserve on May 22, 1918. He was absent over leave for a period of about 2 days and 20 hours, for which offense he was placed in solitary confinement on bread and water for a period of 5 days. On July 1, 1918, the commanding officer of the Naval Training Station, Newport, R. I., made an entry on Bradley's record showing that he was illiterate and not amenable to discipline. On the same date Bradley was discharged as undesirable from the Navy because of unfitness. His discharge was effected at Newport, R. I.

This bill, if enacted into law, would result in no cost to the Navy; however, it is probable that a charge under the Veterans' Administration would be involved now or in the future.

The Navy Department recommends against the enactment of the bill H. R. 3931.
