The purpose of the proposed legislation is to increase the limit aced on the total personnel of the Naval Reserve Officers' Training rps from 1,200 to 2,400.

The graduates of Reserve Officers' Training Corps units are the best ree from which to secure Reserve officers. With the present legal mit of 1,200 students the maximum number of graduates each year not exceed 230, and is usually much less. The Naval Reserve an easily absorb 500 graduates annually, and in view of existing Editions it is highly desirable to increase the legal limit to 2,400. h increase would not affect the number graduating until 4 years fter the date it is authorized.

At the present time there are units at six institutions. Should the posed increase be authorized a survey will be made in contempla20 of the establishment of additional units.

The cost of the proposed legislation is estimated to be $108,518 for e first year, $64,529 for the second year, $95,268 for the third year, $106,377 for the fourth year. The additional 1,200 students will be enrolled and for the fifth and successive years the cost will abilize at an estimated $89,123 per annum. The cost of maintaining present enrollment of 1,200 students is stabilized at approximately 1000 per annum.

3 AUTHORIZE THE ACCEPTANCE OF CERTAIN LANDS IN THE CITY OF SAN DIEGO, CALIF., BY THE UNITED STATES, AND THE TRANSFER BY THE SECRETARY OF THE NAVY OF CERTAIN OTHER LANDS TO SAID CITY OF SAN DIEGO (H. R. 3607). MR. VINSON OF GEORGIA.

NAVY DEPARTMENT, Washington, January 19, 1937.

-SPEAKER OF THE HOUSE OF REPRESENTATIVES,

Washington, D. C.

M: DEAR MR. SPEAKER: There is transmitted herewith a draft proposed bill "To authorize the acceptance of certain lands in City of San Diego, Calif., by the United States, and the transby the Secretary of the Navy of certain other lands to said city an Diego."

The purpose of this proposed legislation is to authorize the Secreof the Navy to accept from the city of San Diego, Calif., free all incumbrances and without cost to the United States, all title and interest in and to an area of tide lands comprising 4 acres adjoining the Marine Corps base and an area of pueblo comprising 544 acres lying southerly of Miramar Road in Diego County, Calif., and in exchange to authorize the Secretary Navy to transfer to the city of San Diego, Calif., free from all brances, and without cost to said city, all right, title and interest United States in and to an area comprising 60.1605 acres in theast portion of the Marine Corps base.

exchange of lands contemplated by the proposed legislation is ared as mutually advantageous to the city of San Diego and to Government. The area of 60.1605 acres of Government lands to sferred by the Secretary of the Navy lies adjacent to the pal airport and is potentially valuable for commercial developving, as it does, alongside improved land in the industrial area Diego. The acquisition of title by the Government to the 4544 acres, pueblo lands, is regarded as essential to the efficient ing of the Marine Corps base at San Diego. The Marine rile range, indispensable to the training of marines at the base, ished on these lands. There is no other site available for the pment of a rifle range convenient to the Marine Corps base. quisition by the Government of the area of 5.2474 acres, tide adjoining the Marine Corps base is also regarded as advanand desirable to the Government.

reference to the probable value of the respective areas, it is that the utilitarian value to the naval service of the areas to red is equal to, if not greater than, that of the area to be red to the city. Furthermore, the area to be transferred to was originally acquired by gift from the city, and hence there value so far as the Government is concerned.

The Navy Department recommends that the proposed legislati be enacted.

The proposed legislation is in accord with the program of President.

Sincerely yours,

CLAUDE A. SWANSON
