Public Law 356, 82d Congress, increased the rates of service-connected compensation for disabilities rated 10 to 49 percent by 5 percent, and those rated 50 percent to total by 15 percent. Previous to that time each disability had borne a proportionate relationship to the total. For example, the 10 percent was 10 percent of the total disability rate. The proposal of this bill is to revert to the former system by providing an adjustment of all the rates of compensation less than 50 percent. For example, the 10 percent rate today is $17 per month. This would raise it to $18.10.

Amends the law to provide special adapted housing for veterans who are blind in both eyes, coupled with a service-connected loss or permanent loss of use of both hands, or suchother permanent disabilities as the Administrator may determine. The original law provided for the grant of not to exceed $10,000 for any service-connected veteran of any war who is permanently and totally disabled due to the loss or loss of the use by reason of amputation, ankylosis progressive muscular dystrophies of paralysis of both lower extremities such as to preclude locomotion without the aid of braces, crutches, canes, or wheelchair in acquiring suitable housing with special fixtures or movable facilities made necessary by the nature of the veteran's disability.

Provides in the administration of all laws relat-
ing to compensation, pension, or retirement
pay and subsistence allowances the term
"wife and dependents" shall include a "de-
pendent husband" and the term "widow"
shall include "widower" whenever his con-
dition is such that if the deceased wife were
living he would be dependent upon her for
support.

This bill would permit application for adjusted
compensation (bonus) available to World
War I veterans without regard to the de-
limiting date in cases where the veteran's
