The committee met, pursuant to notice, at 10 a.m., in room 235, Old Senate Office Building, Senator Clinton P. Anderson, chairman, presiding. Present: Senators Anderson, Symington, Young, Holland, Edmondson, Smith, Curtis, and Keating. Also present: Everard H. Smith, Jr., chief counsel; William J. Deachman, Dr. Glen P. Wilson, professional staff members; and Richard R. Wolfe, technical assistant. The CHAIRMAN. The committee will please come to order. We have before the committee today the nominees of the President to be incorporators of the Communications Satellite Act of 1962. Under section 302 of the Communications Satellite Act of 1962, the President is required to appoint an unspecified number of incorporators by and with the advice and consent of the Senate. The duties of the incorporators would be to organize the corporation, serve as its initial board of directors, and arrange for an initial stock offering. On October 4, 1962, the President submitted the names of thirteen men to be incorporators of the new corporation. Because of the substantial interest of both the Aeronautical and Space Sciences Committee and the Commerce Committee of the Senate in the Communications Satellite Corp., these names were referred jointly to both committees. Unfortunately, because of the lateness of the session, and despite joint staff efforts, it was not possible to arrange for confirmation hearings prior to the adjournment of the Congress. The President, during the adjournment of the Congress, made recess appointments and the incorporators began their duties on October 1 |
