This marks the beginning of the hearings on the bill for the Department of Commerce and related agencies appropriations for fiscal year 1959.

Mr. PRESTON. Before beginning the testimony I would like to welcome to the committee our new staff member, Mr. Kelly Campbell. Mr. Campbell comes to us with a wealth of experience and has a splendid background in government and budgetary matters. We are delighted to have him and expect him to make splendid contributions to our work. He has already been introduced to the committee members individually and also to our distinguished officials from the Commerce Department this morning.

We are delighted to have the Secretary of Commerce, the Honorable Sinclair Weeks, with us this morning. It is always a pleasure to have him come and give general testimony on matters in the Commerce budget.
