River Basin studies examine the impacts and potential solutions to these conditions. Irrigation is currently the source of 37% of the total salt load to the Colorado River in the Upper Basin. Salinity control studies performed as part of the River Basin program identify the opportunities for greatly reducing the contribution of salt through improved irrigation practices. The root of the problem in flood plains is unplanned or unwise development. Flood plain management studies performed as part of the River Basin program provide needed information to local communities so that present problems, such as here in West Virginia, can be minimized and future ones avoided.
