DEPARTMENT OF THE INTERIOR, BUREAU OF PENSIONS, The following compilation, designated as a Handbook, consists of a summary or abstract of opinions and decisions of the Attorney General of the United States, the Comptroller of the Treasury, and the Comptroller General of the United States, the Assistant Secretary and the Solicitor for the Department of the Interior, and matters furnished by the Civil Service Commission, and orders or rulings of the Commissioner or Acting Commissioner of Pensions pertaining to the retirement act of May 22, 1920, and amendments thereof, and Executive orders pertaining thereto. The original act of May 22, 1920, is taken up section by section, and the summary or abstract pertaining to the subject matter of the section involved is thus appropriately placed and the opinion or decision which forms a basis for the matters cited is quoted at the end of each paragraph. This method of treatment, with the use of suitable major and minor headings, is an aid to ready reference and serves to dispense with the necessity for extensive indexing. The Handbook proper consists in the main of the separate sections of the original act of May 22, 1920, arranged and treated consecutively, with the exception of section 4 of said act, which forms the basis for rules of procedure approved by the Acting Secretary of the Interior on June 16, 1922, and amendments thereto. These rules or regulations constitute a part of the appendix. The remainder of the appendix is made up of the original act itself in its entirety, with all the amendments thereto, together with the Executive orders to date pertaining to said act, with certain orders, regulations, and circulars containing instructions for carrying into effect the amendments to the orignal act and the Executive order of June 7, 1922, which extended the act to certain groups of unclassified employees.
