The Soldiers' and Sailors' Civil Relief Act also fall within the committees' jurisdiction and is included in this publication. This publication was first issued September 15, 1958, and contains the exact text of title 38 as amended through March 30, 1987. A number of editorial changes have been made in order to make this publication useful to agencies, organizations, and individuals concerned with veterans' affairs. The table of cross references has been updated to reflect changes through March 30, 1987, and a new table of Public Laws which amended title 38 has been added. Many of the historical tables contained in previous editions of this joint committee print are not contained in this edition because of the cost of reproducing the tables. Persons and organizations who have occasion to refer to these tables should retain their copies of them. The committees will consider issuing a separate committee print containing historical information if there is sufficient demand for such information. This edition of title 38, United States Code, has been printed with the assistance of computer technology and has been stored on computer tape. It is the committees' intention to update the code following the first session of the 100th Congress and to issue a revised joint committee print following the end of the 100th Congress. The staff of the General Counsel of the Veterans' Administration provided essential assistance in producing this publication. The Office of Legislative Counsel of the House of Representatives also provided invaluable assistance and guidance. The committees appreciate the assistance rendered by both offices.
