cosmetics which may result in the very thing you seek to overcome and, in addition, may unjustly deprive us of the portion of the income we now receive from these services.

These amendments will be presented by our consultant of our bureau of safety and accident prevention, an instrumentality created by our association for the purpose of gathering and disseminating information and experience regarding beauty products, a forerunner of the Bureau of Standards, which our association was in the process of formulating when the depression curtailed all new activities. With your permission, Mr. Chairman, Mr. Charles Barban, consulting chemist and chemical engineer, of New York, will presenti our views and amendments.

Miss EMME. I am acting as a consultant; yes, sir.

Mr. CHAPMAN. I see. Are you familiar with this product that has been discussed here, this Lash Lure?

Miss EMME. I know of it, Mr. Chairman.

Mr. CHAPMAN. Is that in very general use in the country?

Miss EMME. I am sorry to say I know nothing of that. I know of the product, and I do not think that it should be on the market. Mr. CHAPMAN. Are you familiar with the product called "Thannanbrow"?

Miss EMME. I know of its existence; yes.

Mr. CHAPMAN. Do you know what it contains?

Miss EMME. I am sorry to say I do not.

Mr. CHAPMAN. Do you know whether it is regarded as dangerous or not?

Miss EMME. I am sorry, but I am not qualified to answer. However, I am sure our consultant will be.

Mr. CHAPMAN. I have a photostatic copy of a newspaper story. here which shows the picture of a young lady who was planning a birthday party and used a product called "Larieuse."

Miss EMME. Yes, sir.

Mr. CHAPMAN. And caused her to go blind and spoiled not only that birthday but all birthdays to come.

Do you know anything about that product?

Miss EMME. Yes; I do.

Mr. CHAPMAN. Who manufactures it?

Miss EMME. It is manufactured by Godefrey Manufacturing Co. Mr. CHAPMAN. Where are they located?

Miss EMME. They are located in St. Louis, Mo.

Mr. CHAPMAN. St. Louis?

Miss EMME. Yes, sir.

Mr. CHAPMAN. Have you ever had any connection whatever with that article?

Miss EMME. Yes; I have. I have acted as consultant.

Mr. CHAPMAN. Are you acting as consultant now?

Miss EMME. I would not say consultant. I tested the product which they manufactured to see the reaction, if any.

Mr. CHAPMAN. Have you ever used that product?

Miss EMME. I am very familiar with that product; yes, sir.
Mr. CHAPMAN. Is it still on the market?

Miss EMME. Yes; it is.

Mr. CHAPMAN. Does it contain paraphenylediamine?

Miss EMME. I do not know. I cannot state. I can say, however, that it is an amine hair and eye-lash hair coloring.

Mr. CHAPMAN. In what way does that color the hair; what product is in it that makes the hair colorer?

Miss EMME. It has an aniline derivative, a coal-tar derivative, I should say.

Mr. CHAPMAN. Well, can you tell the committee whether or not that is regarded as a deleterious or an injurious product?

Miss EMME. May I ask that you ask the consultant that?
Mr. CHAPMAN. I am asking you. I like to ask you questions.
Miss EMME. Because he knows about it.

Mr. CHAPMAN. You answer them so graciously, that I like to ask you.

Is that product sold as a French coloring for the hair? Is that a picture of the carton; I mean, is that a representation of it [exhibiting picture]?

Miss EMME. Yes, sir.

Mr. CHAPMAN. Have you known or heard of instances where it has caused blindness?

Miss EMME. I have not.

Mr. CHAPMAN. Well, I would like to put this in, add this to the record.

CLINICAL NOTES, SUGGESTIONS, AND NEW INSTRUMENTS

DERMATO-OPHTHALMITIS DUE TO THE EYELASH DYE LASH-LURE

Having observed the report by Greenbaum1 of a case of dermatoconjunctivitis, due to Lash-Lure, I am prompted to report three cases that I have seen. patient was poisoned 4 years ago with the same dye. In addition to the three cases here reported, another case was seen several years ago in consultation, but adequate notes were not kept, or have been lost, and this case is not reported.

In only one of my cases can the condition be styled merely dermatoconjunctivitis, since the lesions involved the eyes in general, producing keratitis and uveitis, and I have classified them as dermato-ophthalmitis.

REPORT OF CASES

Case 1.-Miss E. N., aged 23, seen in 1929, had the eyelashes dyed about a week previously with Lash-Lure. The eyelids were markedly swollen, so that she could hardly open them. They were covered with many small watery blisters. There was marked chemosis of both the bulbar and palpebral conjunctivae. The corneas were difficult to see but apparently clear. The iris was normal. The pupils were small. There was marked photophobia.

Under treatment the condition improved slowly. Ten days later a small abscess on the lid of the right eye, near the inner canthus, was incised. The lids were still quite thickened and the conjunctivae velvety. Vision was: Right, 6/6-1; left, 6/6. Improved by lenses it was: Right, 6/4; left, 6/4-1.
