SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Federal Board for Vocational Education for the fiscal year 1930, as follows:

Cooperative vocational rehabilitation of disabled residents of the District of Columbia: For personal services, printing and binding, travel and subsistence, and payment of expenses of training, placement and other phases of rehabilitating disabled residents of the District of Columbia under the provisions of the act entitled "An act to provide for the vocational rehabilitation of disabled residents of the District of Columbia,” approved Feb. 23, 1929, fiscal year 1930----- $15, 000 Section 6 of the act approved February 23, 1929, to provide for the vocational rehabilitation of disabled residents of the District of Columbia, authorizes an appropriation for the Federal Board for Vocational Education of not to exceed $15,000 for each fiscal year with the proviso that this sum shall be matched by an appropriation of District of Columbia funds for the vocational rehabilation of disabled residents of the District of Columbia. The purpose of this estimate is to provide the necessary appropriation for the Federal Board for Vocational Education to carry out the provisions of the act.

This estimate of appropriation is required to meet a contingency which has arisen since the transmission of the Budget for the fiscal year 1930. I recommend the transmission of the estimate to Congress.

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the fiscal year 1929 in the amount of $100,000, to remain available until expended, for carrying into effect the provisions of the act creating the Mount Rushmore National Memorial Commission, approved February 25, 1929.

The details of this estimate, the necessity therefor, and the reasons for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget transmitted herewith, with whose comments and observations thereon I concur.

National Memorial Commission for the fiscal year 1929 in the amount of $100,000, to remain available until expended, as follows: Mount Rushmore National Memorial Commission: Toward carrying into effect the provisions of the act creating the Mount Rushmore National Memorial Commission, approved February 25, 1929, $100,000: Provided, That in addition to the amount herein appropriated the Mount Rushmore National Memorial Commission is authorized to incur contractual obligations in an amount not exceeding $150,000._ _ _ _

The act approved February 25, 1929, establishes a commission to be known as the Mount Rushmore National Memorial Commission for the purpose of completing the carving of the Mount Rushmore National Memorial on Rushmore Mountain, a prominent peak of the Harney Range of the Black Hills of South Dakota. The memorial is designed to commemorate the founding, expansion, preservation, and unification of the United States. Colossal figures of Washington, Jefferson, Lincoln, and Roosevelt are to be carved upon the face of the mountain, together with an entablature of the story of America written by President Coolidge.

The act provides that one-half of the cost of the memorial and landscaping shall be borne by the United States and authorizes an appropriation of $250,000 therefor.

This estimate of appropriation is required to meet a contingency which has arisen since the transmission of the Budget for the fiscal year 1929. I recommend the transmission of the estimate to Congress. Very respectfully,

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the War Department for the fiscal year ending June 30, 1929, for construction of buildings, utilities, and appurtenances at military posts, amounting to $1,103,000, and containing a draft of proposed legislation affecting an existing appropriation of the War Department.

The details of this estimate, explanation of the proposed draft of legislation, the necessity therefor, and the reasons for submission at this time are set forth in the letter of the Director of the Bureau of the Budget, transmitted herewith, with whose comments and observations thereon I concur.

The act entitled "An act to authorize appropriations for construction at military posts, and for other purposes," approved February 25, 1929, contains authorizations for the items enumerated below in the amounts stated. In a column parallel to that setting forth the amount authorized by the act for each item of construction there is stated the amounts recommended for appropriation at this time.

Observation, tuberculosis and infectious disease wards and a laboratory and morgue, and the reconstruction of the third floor of the main building into an operating room, and for the necessary corridors, roads, walks, grading, utilities and appurtenances thereto...

Bolling Field, District of Columbia, or at a point on a military reservation in the vicinity of the District of Columbia to be selected by the Secretary of War: Radio and communication center..

The purpose of the estimate of appropriation submitted herewith is to provide for the above-mentioned items of construction of buildings, utilities, and appurtenances at military posts, as authorized by the act of February 25, 1929, to the extent deemed necessary at this time. The amounts recommended for Porto Rico and Henry Barracks, Porto Rico, as set forth above, will enable the War Department to replace such quarters for Army personnel as were destroyed beyond repair by the hurricane which swept Porto Rico on September 13, 1928.

The following draft of proposed legislation embodied in the estimate is necessary to carry out a provision of the act approved February 25, 1929:

The sum of $300,000, authorized for construction of a hospital at Camp Devens, Mass., by the act approved February 25, 1927, and appropriated for in the first deficiency act, fiscal year 1928, approved December 22, 1927, is hereby made available for expenditure at Camp Devens, Mass., for the construction and installation of buildings, utilities and appurtenances thereto as follows: Hospital, toward completion, $35,000; for officers' quarters, $180,600; for noncommissioned officers' quarters, $14,400; for bakery, $15,000; for fire house, $10,000; and for stables, $45,000; as authorized in the act entitled "An act to authorize appropriations for construction at military posts, and for other purposes," approved February 25, 1929.

The foregoing estimate of appropriation, containing a draft of proposed legislation affecting an existing appropriation, is required
