SUMMARY OF SUPPLEMENTAL REQUESTS We are meeting this morning to consider a number of supplemental requests for the legislative branch. The total of all requests is $43,184,968 for fiscal year 1976, a reappropriation of $300,000 for fiscal year 1973 and $10,581,460 for the transition period. We have a summary of these requests which we will insert in the record at this point. [The summary referred to follows:] LEGISLATIVE BRANCH SUBCOMMITTEE—SUPPLEMENTAL REQUESTS, 1976 AND TRANSITION PERIOD TUESDAY, OCTOBER 21, 1975. CONGRESSIONAL BUDGET OFFICE WITNESSES DR. ALICE RIVLIN, DIRECTOR ALFRED B. FITT, GENERAL COUNSEL HOWARD M. MESSNER, ASSISTANT DIRECTOR FOR MANAGEMENT PROGRAMS Mr. CASEY. First, we are going to take up the requests for the Congressional Budget Office, which is a new arm of the legislative branch. Their request is in the amount of $8,079,000 for fiscal year 1976 and $2,073,000 for the transition period. Under the terms of the Congressional Budget and Impoundment Control Act of 1974 the expenses of the office are now being paid from the contingent fund of the Senate. We are pleased to have Dr. Rivlin with us this morning and to welcome her on her first appearance before our committee. I know all of you have many questions to ask about the new operation. But first we are going to give Dr. Rivlin a chance to present her general statement. [The material referred to follows:] JUSTIFICATION MATERIAL CONGRESSIONAL BUDGET OFFICE JUSTIFICATION The Congressional Budget Office (CBO) was established pursuant to the enactment of the Congressional Budget and Impoundment Control Act of 1974 (Public Law 93-344). Section 201 (f) of the Act authorizes the funding of the Congressional Budget Office as follows: "Appropriations There are authorized to be In accordance with the provisions of Section 201 (a) (2) of the Act, the Speaker of the House of Representatives and the President pro tempore of the Senate, after considering recommendations of the Committees on the Budget of the House and the Senate, appointed Dr. Alice M. Rivlin as Director on February 24, 1975. The CBO request for supplemental appropriation is made at this time to conform to the time limit placed on availability of funding from the Senate contingent fund in Section 201 (f) of the Act. The time limit is determined to be not to exceed 12 months following the effective date of subsection 201 (f), which by the terms of subsection 905 (b), was the appointment date of the Director. To provide for an orderly transition of funding arrangements and to conform to the new fiscal year schedule, this supplemental appropriation request covers the period October 1, 1975 through June 30, 1976 (through the end of the old fiscal year period) and for the additional period July 1, 1976 through September 30, 1976 to cover the so-called transition quarter. The request is for 259 full-time permanent positions and $10,152,000, for salaries and expenses necessary to carry out the duties and functions of the Office as presented below: |
