The subcommittee met, pursuant to notice, at 2:35 p.m., in room 212, Richard B. Russell Senate Office Building, Hon. Stuart Symington (chairman).

Present: Senators Symington (presiding), Byrd, Jr., of Virginia, and Leahy.

Also present: James C. Smith II and Robert Q. Old, professional staff members; and Joyce T. Campbell, clerical assistant.

Senator LEAHY [presiding]. Senator Symington is not here. He has a conflicting schedule. He asked me this morning if I would fill in for him.

I am Patrick Leahy, the junior Senator from Vermont. And you can see the amount of attrition we have had in this subcommittee when they get all the way down to me as a chairman.

Senator Symington had a short statement he wanted to make, and I will read it into the record for him and for the people here. Had he been here he would have stated:

We are meeting today in the first of several sessions to begin hearings on the military construction authorization request for fiscal year 1976 and the 3-month transition period to adjust the fiscal year in accordance with the Budget Reform Act. We have planned for hearings today and tomorrow, and we will take whatever additional time is necessary to adequately examine this construction request. I invite each witness to submit his detailed statement for the record and present just the highlights of that statement to this committee. A great deal of study has already gone into this request and I want to concentrate on the most important issues during these hearings.

I think it is appropriate for us to be considering this bill at this time with the construction industry staggering under the effects of our economic situation. For those of you who may not be aware, the construction industry suffers unemployment in excess of 20 percent. New housing starts are less than 1 million per year when 2 million per year are required just to replace aged housing that is taken off the market.

The request, as introduced, is the largest construction bill to come before this committee. It calls for new authorization of $4,201,605,000, compared to authorization of $2,984,378,000 enacted in last year's bill.
