GENERAL PROVISION Not to exceed 7 per centum of any appropriation made available to the Environmental Protection Agency by this Act (except appropriations for "Construction Grants") may be transferred to any other such appropriation. [No funds provided for the Environmental Protection Agency by this Act may be used for any Federal insecticide, fungicide, or rodenticide activity after September 30, 1975, 1 Plus $12,700,000 in prior year unobligated balances. NOTE: The fiscal year 1973 appropriation act established separate appropriation accounts rather than a single “operations, research and development” account.
