The Casper Housing Authority is requesting the Department of Housing and Urban Development to assign 160 units of Section 8 Moderate Rehabilitation to the City of Casper. This allocation would be approximately $1,088,000.00

(Metropolitan area) in contract authority and $16,320,000.00 in budget authority.

In considering our request the following should be noted.
The City's HUD approved Housing Assistance Plan calls for an
additional 230 low income households to be assisted over a
three year period. This 160 unit allocation would assist us
in reaching that goal. The Casper Housing Authority has a
waiting list of 380 very low income households with an
average waiting time of eighteen months. Currently the
Casper Housing Authority administers the Section 8 existing
certificate program, Section 8 Rental Rehabilitation with
certificates and vouchers, Public Housing, Section 23,
Comprehensive Improvement Assistance Program, and is the
Management Agent for a 202 project. The Casper Housing
Authority staff is very knowledgeable on HUD programs and is
quite capable of administering the Section 8 Moderate
Rehabilitation Program.

I would greatly appreciate your favorable consideration of
our request.

SUBJECT: Casper, Wyoming, Public Housing Agency (PHA) request for
Section 8 Moderate Rehabilitation (Mod Rehab) funds

The purpose of this memorandum is to provide you with information regarding the Casper PHA request dated October 29, 1987, for 160 units of Section 8 Mod Rehab which was submitted in response to your memorandum of September 25, 1987. The three review criteria are addressed below:

1. PHA administrative capability: The Casper PHA has not

administered the Section 8 Mod Rehab program. They do have housing vouchers and low rent public housing projects. The Voucher program is well run and lease-up has been good. The maintenance and occupancy administration of their low rent public housing projects has been very good. The Offices of Housing and Public Housing have discussed financial and management capacity and potential. We conclude that Casper is most likely to be successful in administering the Section 8 Mod Rehab program.

2. Previous under funding: Casper has never before received Section 8 Mod Rehab funds.

3. Special purposes: The Casper request will meet lower income housing needs described in the city's Housing Assistance Plan (HAP), special purpose (e). It is likely, however, that the HAP will have to be amended so that its goals will be consistent with the proposed Section 8 Mod Rehab units. The Casper request notes that the HAP contains a goal of assisting 230 low-income households. Since Casper has received 71 units against that goal, we would anticipate the need for a HAP amendment to be consistent with the distribution of household size.

Please be advised that the attached list represents the PHA mod rehab recommendations that I discussed with Secretary Pierce, and which were subsequently approved for funding. I met with the Secretary for these determinations on October 20, 1987 and November 23, 1987, and he has

recently expressed a desire to see that these are funded without further delay. Please expedite the processing as soon as possible.
