DEAR MR. CHAIRMAN: On behalf of the Subcommittee on Census and Government Statistics, I am pleased to submit to you "The Inventory of Automatic Data Processing Equipment in the Federal Government for the Year 1963," which includes information on the cost, categories of equipment use, and personnel engaged in ADP operations in the Federal agencies. The inventory was prepared for the subcommittee by the Bureau of the Budget, which is solely responsible for its contents.

As indicated in the attached correspondence, the publication of this inventory is especially appropriate at this time because of pending legislation on matters concerning electronic data processing (EDP) and automatic data processing (ADP). Moreover, the inventory will serve as a timely supplementary volume to the committee's comprehensive report on the "Use of Electronic Data Processing Equipment in the Federal Government," (H. Rept. 858), and to the published hearings of the subcommittee which were recently made public.

Needless to say, we are indebted to the Honorable Kermit Gordon, Director, Bureau of the Budget, for making this arrangement possible. Sincerely yours,

DEAR MR. DIRECTOR: The Subcommittee on Census and Government Statistics of the House Post Office and Civil Service Committee has recently completed an extensive series of hearings on the use of electronic data processing (EDP) equipment by the Federal agencies. An interim report on EDP was issued by the committee on August 1, 1963 (H. Rept. 627), and a final report on this subject. will be released in the near future.

From our committee staff, I understand that the Budget Bureau has recently completed work. on the inventory of data processing (ADP) equipment in the Federal agencies," as of June 30, 1963.

In view of the considerable interest in EDP matters at the present time, both in and outside of Government, I should like to propose to you that the 1963 inventory be printed as a report of this committee with full credit to the Budget Bureau for authorship. We would hope to release both the inventory and the committee's final report on or about October 15, 1963, and through this joint arrangement reach a much wider audience than would otherwise be possible.

I hope you will find it possible to concur in the above proposal which in effect proposes continuing the Budget Bureau's fine cooperation with this committee in EDP matters. It is understood that this arrangement would be for the publication for this year's inventory only, and may or may not be continued in future years.

I hope you will let me have your reaction to the above proposal at an early date so that we may proceed with our plans for publication. Sincerely yours,

DEAR MR. CHAIRMAN: We acknowledge with appreciation your letter of September 4, 1963, in which you propose that this year's issue of our annual inventory of ADP equipment used in the Federal Government be printed as a report of your committee with full credit to the Bureau of the Budget.

In considering your proposal we were mindful of the series of comprehensive ADP-related hearings held by your Subcommittee on Census and Government Statistics since 1959. The subcommittee reports of those hearings have had a high educational value for officials of all branches of Government and for industry and the public as well.

Accordingly, we are pleased to concur in your proposal. Bureau of the Budget staff have been instructed to make available to your committee staff the materials needed as soon as these materials can be made ready. For purposes of the limited distribution we customarily make of this publication we would appreciate receiving 750 copies when available. Agencies of the executive branch and nonFederal organizations having an interest in the inventory publication will as usual be advised that, except for an information copy in selected cases, supplies of copies of the inventory will be obtained from the Superintendent of Documents.

We understand that your proposal pertains only to the publication of this year's inventory and that the results from this change in the medium of publication will be evaluated by your committee and the Bureau before it is continued in future years.
