NOMINATION OF JOHN J. LINNEHAN TO BE FEDERAL COCHAIRMAN OF THE NEW ENGLAND REGIONAL COMMISSION

The committee met at 10 a.m., pursuant to call, in room 4200, New Senate Office Building, Senator Jennings Randolph presiding.

Present: Senators Randolph, Young of Ohio, Muskie, Gruening, Jordan, Montoya, Spong, Cooper, and Boggs.

The CHAIRMAN. Good morning, ladies and gentlemen.

We are here to conduct the confirmation hearing on the appointment of John Linnehan to be the Federal cochairman of the New England Development Commission.

It is important for us to preface our hearing testimony by a restatement of the chairman to the effect that this is the third regional development commission which has been designated under the authority of the Public works and Economic Development Act of 1965, that legislation having been considered in this committee, reported from this committee and enacted into law in the 89th Congress.

The Committee on Public Works is keenly interested in the programs authorized by that act and we are also concerned with the progress and implementation of the regional concept of economic development.

We shall conduct hearings on the first of our regional development programs within a few days, to review what has been done under the Appalachian Regional Development Act and to authorize funds for continuation of the Appalachian programs through the fiscal years 1968 and 1969.

Our colleague, the able senior Senator from Massachusetts, Edward Kennedy, is present. We would desire that Senator Kennedy present Mr. Linnehan or proceed as he desires, to discuss the qualifications of the nominee and then we will hear others.

We also have two of our esteemed colleagues from the House, Representative O'Neill and Representative Boland present. Then we will want to question the nominee himself. But first I will place the biographical sketch of Mr. Linnehan in the record.

BIOGRAPHICAL SKETCH OF JOHN J. LINNEHAN

PERSONAL HISTORY

Date of Birth: November 30, 1932.

Place of Birth: Haverhill, Massachusetts.

Parents: C. Frank and Helen J. (Connell) Linnehan.
Wife: Claire (Gaffey) Linnehan.

One Child: Seana, age 2 years.

EDUCATION

Haverhill High School: 1950, Graduate.

Tufts University, Medford, Massachusetts: 1954, B.A. Degree in Economics and Government.

EMPLOYMENT & EXPERIENCE

February, 1965, to Present: Director of Governmental Affairs, National Association of Home Builders, Washington, D.C. Responsible for the 44,000 member trade association's relations with the U.S. Senate and the U.S. House of Representatives. Directs all legislative action of the association with Congress and all its relations with all federal departments and agencies. Represents the association with agency and department heads, government meetings, state meetings, and responsible for all association programs relating to legislation of federal and State governments. September, 1963, to February, 1965: Special Assistant to the Administrator, U.S. Small Business Administration, Washington, D.C. Served as Special Assistant to the Administrator of the SBA with direct responsibility for all of the Agency's relations with the U.S. Senate and the U.S. House of Representatives. Served as the Administrator's representative with government officials; State and local officials; financial, business, and industrial leaders. Served as the Administrator's liaison representative with the Agency's Deputy Administrators, General Counsel, and the Regional and Branch offices for Agency Policy and legislative directives.

March, 1962, to September, 1963: Special Assistant to the Administrator, U.S. Small Business Administration, Washington, D.C. Served as special Assistant to the Administrator of the SBA with direct responsibility of the Agency's Advisory Council System, Minority Group Programs, Disaster Contracts Program, Executive Program for Reservists, and served as the Administrator's representative with government officials, State and Local officials, financial leaders, business and industry groups, and trade associations, Served as the Agency's representative to the President's Committee for Equal Employment Opportunity and the White House Sub-Cabinet Group for Civil Rights. July, 1954, to March, 1962: Manager and Director, C. Frank Linnehan Company, Haverhill, Massachusetts. Served as Manager and Director of this family funeral service business with responsibility to maintain and develop all of the purchasing, personal, operation and maintenance, sales, advertising, accounting, credit and collection, public relations, and the firm's financing. Also, represented the firm and ownership on trust fund agreements, estates, trusts, bank board memberships, and civic endeavors.

STATEMENT OF HON. EDWARD M. KENNEDY, A U.S. SENATOR FROM THE STATE OF MASSACHUSETTS

Senator KENNEDY. Thank you, Mr. Chairman and the members of the committee.

I appreciate the kindness extended to me by the committee to present to the members of the committee John J. Linnehan of Massachusetts. I also appreciate the fact, as I know Mr. Linnehan does, that Congressman O Neill and Congressman Boland were kind enough to come over here. Both men have known him for many years and will testify as to his abilities and his integrity.

It is with great pleasure that I present to you John J. Linnehan of Massachusetts, whom President Johnson has nominated to serve. as Federal cochairman of the New England Regional Action Planning Commission.

We in New England are determined to realize the promise of the Public Works and Economic Development Act of 1965, and especially title V of that act, which provides for the establishment of a regional
