SIR: In conformity with the requirements of section 11 of an act of Congress entitled "An act to provide for celebrating the one hundredth anniversary of the purchase of the Louisiana Territory by the United States by holding an international exhibition of arts, industries, manufactures, and the products of the soil, mine, forest, and sea in the city of Saint Louis, in the State of Missouri," we have the honor to report for and in behalf of the Commission the receipts and disbursements of the Exposition for the month of April, 1902, as shown by the annexed statement of the treasurer of the exposition company, submitted by Walter B. Stevens, secretary. The balance of $1,104,035.73 is ample to provide for the immediate requirements of the company.

Hon. David B. Francis, president of the exposition company, has informed the commission that the city of St. Louis has advertised for bids for the sale of bonds of the city aggregating $5,000,000, for the purpose of securing that sum of money for delivery to the exposition company as contemplated by the act of Congress. For your information we herewith inclose copy of the advertisement. We are advised that the bonds will meet a ready sale at the rate of interest prescribed, and it is therefore reasonable to conclude that the proceeds of the sale of bonds will be placed in the treasury of the company in the near future.

THE SENATE AS TO THE EMPLOYMENT OF GUY N. STOCKSLAGER, BY LIEUT. D. H. JARVIS, OF THE REVENUE-CUTTER SERVICE, AT NOME, ALASKA.

I have the honor to acknowledge the receipt of copy of Senate resolution dated the 12th instant, wherein I am directed to inform the Senate whether Lieut. D. H. Jarvis was employed in this Department, in the Revenue-Cutter Service, at Nome, Alaska, in the summer and fall, 1900; and if so, whether he employed Guy N. Stockslager to perform any service, and if he did, what it was, and whether he performed it, the length of time engaged, and the compensation agreed upon; whether the same was reasonable, and whether he has been paid therefor. In reply I have to state that Lieut. D. H. Jarvis, of the RevenueCutter Service, was detailed to the performance of duty in connection with the customs scrvice at Nome at the time mentioned in the resolution. On a bill rendered by Guy N. Stockslager and submitted to the Department on the 12th instant, in the amount of $600, for

services performed for the months of August, September, and October, 1900, at the special instance and request of Lieut. D. H. Jarvis, Revenue-Cutter Service, acting special agent of the Treasury Department, in assisting him in investigating the condition and taking care of the Eskimos who were sick and dying along the coast near Cape Nome, Alaska, at the monthly salary of $200.

There appears the following indorsement made at Sitka, Alaska, on April 30, 1902, by Lieut. D. H. Jarvis:

This service was performed as stated at my instance to meet an urgent emergency during an epidemic that afflicted the whole Eskimo population of northwest Alaska.

There being no specific appropriation, the Department was unable to pay for the service, but its payment was urged upon Congress. I indorse the claim and recommend its payment.

It thus appears that said Stockslager was employed by Lieut. D. H. Jarvis for three months in the summer and fall, 1900, during an epidemic in Alaska, that he performed service in caring for the sick Eskimos during said period and at the compensation indicated, which is regarded as reasonable. No payments have been made to Mr. Stockslager by this Department on account of the service referred to. Respectfully, L. M. SHAW, Secretary.
