DEAR SENATOR MURKOWSKI: The Metropolitan Water District of Southern California wishes to express its support for John Garamendi to become Under Secretary of the Interior.

As a wholesale provider of imported water, Metropolitan is one of the world's largest water agencies. Through the District's 27 member public agencies, Metropolitan supplies nearly 60 percent of the drinking water used by almost 16 million people in six Southern California counties.

John Garamendi has a long and distinguished career in the public policy arena. As a state senator, he represented one of the key areas of the state. As a candidate for governor, he became well versed in and an outspoken proponent of progressive policies on a variety of resource issues he will face in this position.

Metropolitan urges the Senate to confirm John Garamendi as Under Secretary of the Interior.

DEAR SENATOR MURKOWSKI: This letter is to express the support of the Grassland Water District (GWD) and the Grassland Resource Conservation District (GRCD) for the appointment of John Garamendi as Under Secretary of the Interior.

The GWD and GRCD encompass some 75,000 acres of wetland habitat, the vast majority of which is in private ownership. This area, collectively known as the Grassland Ecological Area, is California's largest remaining wetland complex and one of the most important wintering migratory waterfowl habitats within the Pacific Flyway.

John Garamendi's distinguished career in public office has shown him to be committed to a strong, yet reasoned approach to the protection of our important natural

resources.

We urge the Senate to confirm the appointment of John Garamendi as Under Secretary of the Interior.

DEAR SENATOR MURKOWSKI: The California Mining Association respectfully requests your support for the confirmation of John Garamendi to serve as the Deputy Secretary of the Department of the Interior. This long-vacant position should be filled by an individual with a proven track record of legislative and regulatory success in dealing with important issues facing the West. Mr. Garamendi is that candidate.

As you may be aware, California ranks third of all the states in mineral production. In 1993, California produced almost $2.3 billion in precious, nonfuel and industrial minerals. Nearly 150,000 Californians receive employment directly or from sectors of the California economy affected by the mining industry.

When Mr. Garamendi served in the state legislature, he worked closely with this Association on several important legislative proposals. These bills provided relief to the regulatory burdens placed on the mining industry, while ensuring adequate environmental safeguards. The members of this Association found Mr. Garamendi to be extremely knowledgeable about resource-based industries and the unique problems they face in dealing with environmental and other regulations.

We have had the opportunity to work with and come to know Mr. Garamendi as a member of both the California State Assembly and the State Senate over the past ten years. In that role, he has demonstrated a clear understanding of the importance of the mining industry to our state and national economies and proven himself to be a practical and effective supporter of the legislative needs of our industry.

In recent discussion with Mr. Garamendi, he has indicated that he recognizes the need for a reasonable and appropriate balance between our industry's requirements for access to new reserves and a predictable and sensible regulatory framework and, what we view as an excessive and counterproductive trend towards more and more exclusion of our industry from public lands and overly burdensome and bureaucratic environmental protection.

We believe that such a balance is achievable and that Mr. Garamendi can assist in the political process of seeking that balance.
