LAKE MICHIGAN

Washington, D. C.

The committee met, pursuant to notice, at 10:10 a. m., in room 1302, New House Office Building, Hon. Henry D. Larcade presiding. Mr. LARCADE. The meeting will come to order.

The purpose of the meeting this morning of the committee is for the consideration of H. R. 6100 by Mr. Sheehan and H. R. 6098 by Mr. Kluczynski, as well as two bills by Mr. Hoffman of Michigan, H. R. 6080 and H. R. 6956, as well as H. J. Res. 358 by Mr. Ford and H. J. Res. 372 by Mr. Sabath. All of these bills are on the subject, "To authorize the State of Illinois and the Sanitary District of Chicago, under the direction of the Secretary of the Army, to help control the lake level of Lake Michigan by diverting water from Lake Michigan into the Illinois waterway."

At this time, without objection on the part of the committee, we will have each one of these bills included in the record and considered as read.

JOINT RESOLUTION To permit the diversion and withdrawal of additional water from Lake Michigan by the Sanitary District of Chicago

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That, from and after the date of the enactment of this joint resolution, the Sanitary District of Chicago is authorized, under such regulations as the Secretary of the Army may prescribe and with the approval of the Chief of Engineers, to divert and withdraw water from Lake Michigan at a rate not to exceed three thousand five hundred cubic feet per second in addition to all domestic pumpage, to flow into the current of the Chicago Sanitary District Canal which provides water transportation from the Great Lakes to the Gulf of Mexico, the Calumet River, the Sag Canal, or such other waterways as may heretofore have been authorized by the Congress. The Secretary of the Army, through the Chief of Engineers, is authorized and directed from time to time to review the rate of such diversion and withdrawal of water, and to order an increase or decrease therein whenever he deems it appropriate in the interests of navigation and interstate commerce and in the light of conditions in and around Chicago.
