Statement of function: Serves in an advisory capacity to USIA personnel responsible for English teaching programs. Makes policy recommendations to the Director of USIA as to 1) the techniques, objectives, and content of the English teaching program, 2) the development, selection, and use of English teaching materials and equipment, and 3) the selection and training of English teaching personnel. Also serves informally as editorial advisory board to the ENGLISH TEACHING FORUM, a bimonthly journal for teachers of English in other countries.

Reports take the form of letters from the Chairman of the Advisory
Panel to the Director of USIA following meetings of the Panel.

Dates of meetings during CY 1972 (total of 2) were May 18-19 and
December 1.

The establishment authority is specifically directed by law.

Termination or report date: The statute establishing the Commission contains no terminal date.

Statement of function: The Commission advises the Director of the Agency concerning the Agency's policies, plans and programs as well as its management and organization. It submits reports periodically to the Congress with respect to all programs and activities carried on under the authority of the Act, including appraisals, where feasible, as to the effectiveness of such programs and activities and such recommendations as shall have been made to the Director of the Agency for effectuating the purposes and objectives of the Act and the action taken to carry out such recommendations. It also provides the President from time to time with an appraisal of the overall direction and effectiveness of the Agency.
