Enclosed is the Annual Report on Advisory Councils of the Small Business Administration Advisory Councils as outlined in the draft of OMB Circular A-63 and due February 1, 1973.

No new advisory council was created during the year and
none was terminated.

empowered and directed, when it determines such action is necessary,
"to establish such advisory boards and committees as may be
necessary to achieve the purposes of this act."

FUNCTIONS OF ADVISORY COUNCILS

General

All functions shall be purely advisory and all determinations of action to be taken shall be made solely by the responsible SBA official.

Specifics

Advise the Administrator and SBA staff members on ways
of improving the effectiveness of current and proposed
programs.

Act as a channel of information to local business and
commercial interests regarding specific SBA programs
and their usefulness in specific geographic areas.

Consider and comment on current SBA programs within the district or local areas.

Evaluate proposed SBA programs within the district or
local area or recommend that the Agency undertake programs
designed to meet local needs.

Advise the Regional Director or District Director of
economic conditions within their communities or areas
served by that office.

Recommend new programs to be developed by SBA.

Members of the National Advisory Council also act as
representatives of their respective District Councils
at meetings of the National Advisory Council and, in
turn, report to the District Councils.
