A.

Are the Latin American countries concerned about this drain of people and the impact on their society and economy? We understand that

Nicaragua has passed a law prohibiting males over
the age of 10 from leaving the country.

During our consultative trips to the Caribbean and
Central America, it was clear that several
countries in these regions are concerned about the
"brain drain" aspect of emigration. The
Commission has examined this issue extensively and
it will be addressed in the Commission's Final
Report.

Regarding Nicaragua, Commission members discussed the "brain drain" issue directly with President Daniel Ortega and the Vice Minister of Planning and Budget, Dr. Alejandro Cuenca. expressed concern about the departure of professionals and other urgently needed technical personnel. Dr. Cuenca further indicated that because of his government's concern structural changes are being made to encourage the return of skilled workers, technicians and members of the professions.

The Commission did not discuss Nicaragua's law
prohibiting the departure of young males. On the
other hand, in meetings with the Civic Opposition
in Managua, it was clear that Nicaragua's policies
on passport and exit visa issuance are designed to
prevent the departure of individuals who are
subject to compulsory military service. Many
members of the Opposition complained that they
are unable to leave the country on temporary
visits abroad with their teenage children due to
these restrictive policies.

A.

Last year OMB reduced your fiscal year 1989 request from $1.7 million down to $890 thousand. The Congress, notwithstanding the overall lack of new budget authority, was able to increase your appropriation up to $1.3 million. How did OMB treat you this year?

The Office of Management and Budget fully supported our request. The Commission requested

$1,290,000 for FY 1990.

The President's Budget seeks $1,290,000 for the operation of the Commission in FY 1990.

A.

Will you be able to fund all of the research
projects you believe are necessary to complete
your Congressionally mandated study with your
fiscal year 1989 appropriation?

No. The Commission's request for FY 1990
includes $558,000 for Other Services to support the
final research phase and related expenses. Taken
together, the FY 1989 appropriation and the FY
1990 request will fund the highest priority
research we believe necessary to produce the
Congressionally mandated study.

૨. Last year you expressed concern over a lack of funding by your counterpart organizations in Latin America, especially in Mexico. What type of support are you receiving from those countries?

A.

As you know, the financial situation of practically
every Latin American country - because of the
debt, etc. is very serious. We have found that the
governments and private institutions really have
very limited resources to initiate new research
programs such as the one we are encouraging.
However, we have been able to obtain significant
in-kind contributions that have resulted in
considerable savings through substantial reductions
or complete elimination of overhead charges.

A.

The only real growth in your budget for FY 1990 is in printing and reproduction. What are your plans for printing and dispersing the research papers and the formal report of the Commission?

The research program of the Commission is resulting in an ongoing series of working papers produced with the intent of eliciting comment and input from different constituencies. The findings will be an integral component of the Commission's final report. The published volumes will be distributed to policy makers, international agencies and government officials both in the U.S. and in the countries of the region as well as university

libraries and research centers.

૨. The Commission sunsets in July of 1990 and your budget reflects a lowering of personnel costs. you plan to retain all of your staff up to the planned closure date or will you be phasing them out earlier?

A.

Personnel will be phased out as the need for their services diminishes.
