The committee met, pursuant to notice, at 2:30 p.m. in room SD366, Dirksen Senate Office Building, Hon. Malcolm Wallop, presiding.

OPENING STATEMENT OF HON. MALCOLM WALLOP, U.S.

SENATOR FROM WYOMING

Senator WALLOP. The committee will come to order. Lest the Senator from Texas be surprised, we realized that we only gained one, we did not gain a majority. But at the request of the chairman, I have been permitted to open the hearing.

This is a hearing on President Clinton's nominations of William White, nominee to be Deputy Secretary of Energy; Archer Durham, nominee to be Assistant Secretary of Energy for Human Resources and Administration; and William Taylor, nominee to be Assistant Secretary of Energy for Congressional, Intergovernmental, and International Affairs.

Without objection, the committee questionnaires and financial disclosure statements furnished by the nominees will be submitted for the record.

PREPARED STATEMENT OF HON. MALCOLM WALLOP, U.S. SENATOR FROM WYOMING Good Afternoon! Let me join the Chairman in welcoming today's nominees to the Committee.

William H. White is President Clinton's nominee for Deputy Secretary of Energy. As Deputy Secretary, he will be responsible for the Department's civilian energy programs. Many of these programs were restructured last year in the bipartisan Energy Policy Act of 1992 and present a sizable task for Mr. White. His responsibilities also include civilian radioactive wastes, as well as the Energy Information Administration and the power marketing administrations. I look forward to working with Mr. White in his new position.

William J. Taylor, III, is the President's nominee for the position of Assistant Secretary for Congressional, Intergovernmental, and International Affairs. In this position, he will be responsible for relations between the Department and the Congress, other Federal agencies, and other domestic entities, including State and local government, Indian tribes, and territorial governments. He also will be responsible for implementation of the Department's international energy policies. Admiral Watkins and his staff set a high water mark in building successful Congressional relations with this Committee. From what I have heard about Mr. Taylor, I believe he is capable of equalling that impressive achievement.

Archer L. Durham is the President's nominee for Assistant Secretary for Human Resources and Administration. He is a retired Air Force General with extensive
