the diftrict of Pennsylvania, to grant permits for the tranfportation of goods, wares or ing foreign merchandize of foreign growth or manu facture, across the state of New-Jersey, to the diftrict of New-York, or acrofs the ftate of Delaware, to any diftrict in the ftate of Maryland or Virginia; and for the collector of the diftrict of New-York, to grant like permits for the transportation across the state of NewJerfey; and for the collector of any diftrict of Maryland or Virginia, to grant like permits for the tranfportation across the state of Delaware, to the district of Pennsylvania : Provided, That every fuch permit fhall express under what the name of the owner, or perfon fending fuch goods, and of the perfon or perfons, to whom fuch goods fhall be configned, with the marks, numbers and defcription of the packages, whether bale, box, chest, or otherwife, and the kind of goods contained therein, and the date, when granted; and the owner or perfon fending fuch goods, fhall fwear or affirm, that they were legally imported, and the duties thereupon paid or fecured: And provided alfo, That the owner or confignee of all fuch goods, wares and merchandize, fhall, within twenty-four hours after the arrival thereof, at the place to which they were permitted to be tranfported, report the fame, to the collector of the diftrict where they fhall fo arrive, and fhall deliver up the permit accompanying the fame, and if the owner or confignee aforefaid, fhall neglect or refuse to make due entry of fuch goods within the time, and in the manner, herein directed, all fuch goods, wares and merchandize fhall be fubject to forfeiture; and if the permit granted fhall not be given up, within

the time limited for making the faid report, the perfon or perfons to whom it was granted, neglecting or refusing to deliver it up, fhall forfeit fifty dollars for every twenty-four hours it fhall be withheld afterwards: Provided, That where the goods, wares and merchandize, to be tranfported in manner aforefaid, fhall be of less value than eight hundred dollars, the faid oath and permit fhall not be deemed necessary, nor fhall the owner or confignee be obliged to make report to the collector of the diftrict where the faid goods, wares and merchandize fhall arrive.

Sec. 20. er, to obtain permiffion for that purpose, from the collector of the district where fuch fhip or veffel may be, previous to her departure, and the mafter or commander of every fuch fhip or veffel, fhall deliver like manifefts, and make like entries, both of the ship or veffel, and of the goods, wares, or merchandize on board, within the fame time, and under the fame penalty, as by the laws of the United States, are provided for fhips or veffels of the United States arriving from a foreign port. And if any fhip or veffel, licenced for carrying on the fisheries, fhall be found within three. leagues of the coaft, with goods, wares, or merchandize of foreign growth or manufacture, exceeding the value of five hundred dollars, without having fuch permiffion, as is herein directed, fuch fhip or veffel, together with the goods, wares, or merchandize of foreign growth or manufacture imported, therein, fhall be fubject to feizure and forfeiture.

Sec. 22. And be it further enacted, That the mafter or commander of every fhip or vessel, tranfport- employed in the transportation of goods from district to district, that shall put into a port, trict to dif- other than the one to which he was bound, fhall, within twenty-four hours of his arrival, if there be an officer refiding at fuch port, and fhe continue there fo long, make report of his arrival, to fuch officer, with the name of the place he came from, and to which he is bound, with an account of his lading; and if the maf-> ter of fuch fhip or veffel fhall neglect or refufe to do the fame, he fhall forfeit twenty dollars.

Sec. 23. And be it further enacted, That if Duty of the master or commander of any fhip or veffel, employed in the tranfportation of goods from of vefiels having loft diftrict to district, having on board goods, their maniwares, or merchandize of foreign growth or fefts. manufacture, or diftilled fpirits, fhall, on his arrival at the port to which he was deftined, have loft or mislaid the certified manifeft of the fame, or the permit which was given therefor, by the collector or furveyor of the district from whence he failed, the collector of the district where he fhall fo arrive, shall take bond for the payment of the duties on fuch goods, wares and merchandize of foreign growth or manufacture, or diftilled fpirits, within fix months, in the fame manner, as though they were imported from a foreign country: Provided however, fuch bond fhall be cancelled, if the faid mafter fhall deliver, or cause to be delivered to the collector taking fuch bond, and within the term therein limited for payment, a certificate from the collector or furveyor of the district, from whence he failed, that fuch goods were legally exported in fuch fhip or veffel, from such district.

Sec. 24. And the mafter or commander of every fuch fhip or veffel, on his arrival within any diftri&, from any other district, fhall, in all cafes, within forty-eight hours after his arrival, and previous to the unlading any goods from on board fuch fhip or veffel, deliver to the collector of the district where he may have arrived, a manifeft of the goods laden on board fuch fhip or vessel, if any there be, or if in ballaft only, he fhall fo declare, and to the truth of which manifeft or declaration, he shall swear or affirm; and alfo, that fuch manifeft contains an account of all the goods, wares, and merchandize which were on board fuch ship or vessel, at the time, or have been, fince her departure from the place, from whence fhe fhall be reported last to have failed; and he fhall alfo deliver to fuch collector the permit which was given him from the collector of the diftrict from whence he failed. And if the mafter or commander of Forfeiture any fuch fhip or veffel, fhall neglect or refuse on neglect complying with any of the requirements here

Sec. 25. And be it further enacted, That in Farolment every cafe, where the collector is, by this act, directed to grant any enrolment, licence, certificate, permit, or other document, the navalofficer refiding at the port (if there be one) fhall fign the fame, and every furveyor who fhall certify a manifeft, or grant a permit, or who shall receive any certified manifeft, or a
