Sec. 6. And be it further enacted, That behow and by fore any fhip or veffel fhall be registered, the fured; fhall be measured by a furveyor, if there be

one, or by the person he shall appoint, at the port or place where the said ship or veffel may be, and if there be none, by such person as the collector of the district, within which she may be, fhall appoint, according to the rule prefcribed by the forty-third fection of the act, intitled, " An act to provide more effectually for the collection of the duties impofed by law on goods, wares and merchandize, imported into the United States, and on the tonnage of fhips or veffels." And the officer, or perfon, by whom such admeasurement shall certificate be made, fhall, for the information of, and as thereof give a voucher to the officer by whom the registry is to be made, grant a certificate, fpecifying

Sec. 7. dred dollars; and if of burthen exceeding three hundred tons, in the fum of two thoufand dollars; with condition, in each cafe, that the certificate of fuch registry, fhall be folely ufed for the fhip, or veffel, for which it is granted, and shall not be fold, lent, or otherwife difpofed of, to any person or perfons whomsoever; and that, in cafe fuch hip or vellel fhall be loft, or taken by an enemy, burnt, or broken up, or fhall be otherwife prevented from returning to the port to which the nray belong, the faid certificate, if preferved, fhall be delivered up, within eight days after the arrival of the mafter, or perfon, having the charge or command of fuch fhip or veffel, within any district of the cafe certifi- United States, to the collector of fuch diftrict; cate of re. tled to the whole, or any part or fhare of, or intereft in, fuch fhip or veffel, the fame being within a district of the United States, the faid certificate fhall, in fuch case, within feven days after fuch purchase, change, or transfer of property, be delivered up to the collector of the faid diftrict; and that if any fuch purchafe, change, or transfer of property, fhall happen, when fuch fhip or veffel fhall be at any foreign port or place, or at fea, then the faid malter, or perfon having the charge or command thereof, fhall, within eight days after his arrival within any diftrict of the United States, deliver up the faid certificate to the collector of fuch diftrict; and every fuch certificate, fo delivered up, fhall be forthwith tranfmitted to the Register of the Treafury, to be cancelled, who, if the fame fhall have been delivered up to a collector, other than of the district in

which it was granted, fhall caufe notice of fuch delivery to be given to the collector of the faid diftrict..

Sec. 8. And be it further enacted, That in Veffels buik order to the registry of any fhip or veffel, which, after the laft day of March next, fhall be built within the United States, it fhall be neceffary to produce a certificate, under the hand of the principal or mafter carpenter, by whom, or under whofe direction, the faid fhip or veffel fhall have been built, teftifying, that fhe was built by him, or under his direction, and specifying the place where, the time when, and the perfon or perfons for whom, and defcribing her built, number of decks and mafts, length, breadth, depth, tonnage, and fuch other circumstances, as are ufually defcriptive of the identy of a fhip or veffel, which certificate fhall be fufficient to authorize the remo val of a new veffel, from the diftrict where fhe may be built, to another difcrict in the fame, or an adjoining ftate, where the owner or owners actually refide, provided it be with ballaft only.

Sec. 9. And be it further enacted, That the feveral matters herein before required, having been complied with, in order to the registering of any fhip or veffel, the collector of the Colle&or district comprehending the port to which the cord of refhall belong, fhall make, and keep, in fome giftry, proper book, a record or regiftry thereof, and fhall grant an abstract or certificate of fuch record or registry, as nearly as may be, in the form following:

"In purfuance of an act of the Congrefs and grant of the United States of America, intitled, certificate "An act concerning the registering and reording of fhips or veffels," [inferting here
