The CHAIRMAN. The committee will come to order. This is a very important meeting of the committee this morning. The Chair is glad to observe the interest manifested by such a large representation of different groups.

I want on behalf of the committee to extend a cordial welcome to our distinguished guests and panelists this morning and express on behalf of the committee our appreciation for your taking the time out of your obviously busy and heavy schedule and important work in the various fields and endeavors in which you are engaged to come here and participate in this type of program.

Obviously the presence of the distingushed members of this panel, from the academic field, from Government, and from industry is evidence of the importance of the program under consideration.
