DEPARTMENT OF DEFENSE AUTHORIZING LEGISLATION Chairman RUSSELL. The committee will come to order. Yesterday the President formally transmitted to the Congress a request for $12,345,719,000 in new obligational authority for the Department of Defense in fiscal year 1966. A part of this request requires new authorization before appropriations in response to it would be in order. The part that requires authorization totals $4,807,750,000. Two separate authorization bills totaling this amount have been introduced. One of these, S. 2791, would provide new authorization of $3,417,700,000 for the procurement of aircraft, missiles, and tracked combat vehicles, and $151,650,000 in authorization for research, development, test and evaluation.
