SUPPLEMENTAL MILITARY AUTHORIZATIONS AND DEFENSE APPROPRIATIONS FOR FISCAL YEAR 1966

The Committee on Armed Services and the Subcommittee on the Department of Defense of the Committee on Appropriations met in joint session, pursuant to notice, at 10:30 a.m., in room 1223, New Senate Office Building, Hon. Richard B. Russell, chairman, presiding.

Present: Senators Russell, Hayden, Ellender, McClellan, Robertson, Stennis, Pastore, Monroney, Jackson, Mansfield, Ervin, Byrd of West Virginia, Young of Ohio, McIntyre, Brewster, Byrd, Jr., of Virginia, Saltonstall, Young of North Dakota, Mundt, Smith, Kuchel, Thurmond, and Tower; also present: Senator Hruska.

Of the staff of the Committee on Armed Services: William H. Darden, chief of staff; T. Edward Braswell, and Gordon A. Nease, professional staff members; Charles B. Kirbow, Chief Clerk; and James Kendall, chief counsel, Preparedness Subcommittee.

DEPARTMENT OF DEFENSE

AUTHORIZING LEGISLATION

Chairman RUSSELL. The committee will come to order. Yesterday the President formally transmitted to the Congress a request for $12,345,719,000 in new obligational authority for the Department of Defense in fiscal year 1966.

A part of this request requires new authorization before appropriations in response to it would be in order. The part that requires authorization totals $4,807,750,000. Two separate authorization bills totaling this amount have been introduced. One of these, S. 2791, would provide new authorization of $3,417,700,000 for the procurement of aircraft, missiles, and tracked combat vehicles, and $151,650,000 in authorization for research, development, test and evaluation. The second bill, S. 2792, would provide $1,238,400,000 in military construction authorization.
