Sir: In compliance with the requirements of the Constitution and the acts of the General Assembly approved, respectively, April 9, 1870, May 15, 1874, June 4, 1883 and May 13, 1889, I have the honor to present to you herewith, for transmission to the General Assembly, a report of this Department, Part IV, covering the affairs of Railroad, Canal, Navigation, Telegraph and Telephone Companies for the year ending June 30, 1910.
