LETTER OF TRANSMITTAL

WAR DEPARTMENT, Washington, February 21, 1946.

The SPEAKER OF THE HOUSE OF REPRESENTATIVES.

DEAR MR. SPEAKER: I am transmitting herewith a report dated September 29, 1945, from the Chief of Engineers, United States Army, together with the report of the Board of Engineers for Rivers and Harbors, on a review of reports on a waterway connecting the Tombigbee and Tennessee Rivers, submitted in House Document No. 269, Seventy-sixth Congress, with a view to bringing up to date the data with respect to economic benefits which may be expected to result from the improvement proposed. This investigation was requested by a resolution of the Committee on Rivers and Harbors, House of Representatives, adopted on January 2, 1945.

In accordance with section 1 of Public Law 14, Seventy-ninth Congress, the report of the Chief of Engineers was furnished the Governors of the States of Alabama, Mississippi, and Tennessee. The views of the States are set forth in the inclosed communications. The Bureau of the Budget has been consulted and advises that there would be no objection to the submission of the report to Congress. Sincerely yours,

ROBERT P. PATTERSON,
Secretary of War.
