Washington, D.C. The committee met at 10 a.m., in room SD-406, Dirksen Senate Office Building, Hon. Robert T. Stafford (chairman of the committee) presiding

Present: Senators Stafford, Symms, Randolph, and Burdick.

Senator STAFFORD. The Committee on Environment and Public Works will please come to order.

Before we reach the business of today, I am going to ask the indulgence of our friends in the audience while Senator Randolph and I perform a very pleasant little ministerial duty.

We are pleased to have on hand this morning the service pins for four of the experienced and knowledgeable members of the staff of this committee, members who are truly critical in making this committee function.

Their work and areas of expertise are better known to the members of this commitee than to the public at large, although they may be familiar to many of those who are here today.

These pins are provided by the Secretary of the Senate following 12 years of continuous Senate staff service and are accompanied by a certificate testifying to that tenure of duty.

It has been a pleasure for us to work with these staff members over the years, and I can assure you that their work is far from finished.

Senator Randolph and I would ask that John Yago, Hal Brayman, Phil Cummings, and Audrey Hatry join us up here and, if they would, stand behind Senator Randolph and myself.

As an aside, I might as well say that from where I sit, as a member of this committee, I felt free because the committee has truly been so nonpolitical or bipartisan, whichever you wish to say.

I have availed myself as freely of the advice and counsel of John Yago and Phil Cummings as I have of those on the other side of the political aisle as far as just lables are concerned.

For my part, it is a great pleasure for me to present one of these pins and one of the certificates to Hal Brayman, who came to ne Senate in 1969 working, for Senator Caleb Boggs of Delaware, who, incidently, was a Governor of Delaware at a time the Senator from Vermont was Governor of that State, and I had the pleasure of nominating Cal Boggs to be chairman of the National Governors Conference during that period.
