AUTHORITY FOR ISSUANCE OF REGULATIONS R. S. 161 (U. S. C. A. 5, Sec. 22) is as follows: The head of each department is authorized to prescribe regulations, not inconsistent with law, for the government of his department, the conduct of its officers and clerks, the distribution and performance of its business, and the custody, use, and preservation of the records, papers, and property appertaining to it. The following regulations governing the supervision of personnel have been approved by the Secretary of War under the authority contained in the abovequoted provision of law. Those provisions of these regulations pertaining to the administration of the civil service law and rules have been approved by the Civil Service Commission. 1001. BASIC STATUTES AND REGULATIONS 1001.1. Basic statutes.—The principal statutes affecting personnel administration in the Engineer Department and on which the regulations contained in this chapter are based, are as follows: (a) The Civil Service Act of 1883. (b) The Classification Act of 1923, and amendatory acts. (c) Section 169, R. S., as amended by the act approved June 26, 1930. (d) Civil Service Retirement Act of May 29, 1930, as amended. (e) Dual employment and dual compensation statutes. 713 (f) Permanent legislation contained in the Economy Act of June 30, 1932, as amended: (1) Section 204 compulsory retirement for age.
