1002. POSITIONS OF THE ENGINEER DEPARTMENT

1002.1. In accordance with the provisions of Executive order of May 10, 1896, all positions in the Engineer Department above the grade of unskilled laborer were brought within the classified civil service, effective September 1, 1896. These positions fall into various groups according to various purposes. The positions subject to civil service rules are divided into two groups, “educational" and "noneducational," according to the type of examination prescribed by the Civil Service Commission for entrance to the position. The positions subject to civil-service rules are divided into three groups according to the register from which certification of eligibles is made. For convenience in referring to these groups, they will be designated as follows in these regulations and in correspondence:

(a) Positions filled from the central register of the Civil Service Commission-Group I.

(b) Positions of educational grade filled from the register of the Civil Service District Manager-Group II.

(c) Positions of noneducational grade Group III.

1002.2. Another division is made on the basis of the application of the provisions of the Classification Act of 1923, as amended, to positions in the Engineer Department. The groups on this basis are:

(a) Positions subject to allocation to one of the services and grades of the Classification Act.

(b) Positions not subject to allocation to one of the services and grades of the Classification Act:

(1) Positions at annual rates, authorized by salary range of schedules contained in paragraph 1002.4 (Group E).

(2) Positions at per diem or hourly rates.

1002.3. A further grouping is according to the retirement age determined by the Civil Service Commission to be proper for the position; 62 years for positions considered as of extremely hazardous nature, 65 years for positions of laborer and positions in the mechanical trades, and 70 years for other positions.

1002.4. The following table gives the distribution of positions of the Engineer Department according to the various groupings described above. The arrangement is fixed on the basis of the application of the provisions of the Classification Act, with subdivisions to indicate the registers from which eligibles are to be obtained and as to whether the examination is of the "educational" or of the "noneducational" type.
