May I make two remarks about the Legislative Reference Service, Mr. Chairman? There were two questions which were raised, to which I would like to reply briefly now. First, as regards the matter of aliens in the Library of Congress. We will supply full statistical information about that. But I should like to say at this time that we discover there are in the regular service of the Library-that is, on regular appropriations and in the regular service-12 aliens, of whom 4 are Orientals, and therefore cannot take out first papers. Of the remaining 8, 7 have taken out first papers. The one who has not taken out first papers, and is not an alien, is a Canadian-born man. On the temporary rolls there are four aliens, of whom three have taken out their first papers. Full statistics, as I say, will be given. Mr. O'NEAL.
