Piece and hour work.

The Card Division of the Library is the Division maintaining our stock of printed catalog cards (now over 125 million in number) serving them to our own catalogs and to some 60 institutions which are depositories of them, and also supplying copies to libraries purchasing them for their own catalogs. The number of subscribers to them now exceeds 6,500.

The sale of the cards is a business which must be handled promptly, and it cannot be without an ample personnel; and an increase of personnel has habitually been granted to meet an increase of the orders. To meet the increase in the orders, therefore, we are obliged to ask for five additional assistants and for $10,900 for piece and hour work.

All receipts from sales are covered into the Treasury. The amount covered in last year was $283,195. For the present year it will reach $295,000.

As the work of the Division has been unusually heavy during the current year we are obliged to request that $9,500 shall be made immediately available for piece and hour work.

An increase of $6,700 is required for printing and binding the Indexes and Digests of State Legislation.

The legislatures of a large majority of the States meet only once every 2 years in the odd years. The item for printing therefore was omitted for the fiscal year 1939.

We are also asking that the $1,000 deducted in 1939, in anticipation of lapses, be restored.

1. To restore the balance of the reduction of $2,300 made in the 1938 appropriation ($355 restored in 1939)......

The Sunday and holiday service, established in 1902, is intended to meet the need chiefly of (1) Congress and its committees, (2) the serious investigatiors and other mature readers, and (3) regular college students.

Our service to Congress and its committees, both in the Congressional Reading Room and in answer to calls on the Main Reading Room and Periodical Reading Room is extensive-frequently more Senators and Members use the Congressional Reading Room on Sundays and holidays than on legislative (week) days.

The serious investigators are, for the most part, members of faculties of colleges and universities in the United States and foreign countries who come to Washington for a limited time (and often at considerable expense) to consult our source material. Others, from institutions, take advantage purposely of the week ends and holidays to carry on intensive studies of our collections. Moreover, the Government service includes many scholarly men and women who can conveniently make use of our collections only on Sundays and holidays. There is also the large body of mature readers outside of the Government service and often from distant points to whom we should extend our service.

The drastic reduction in our appropriation for the past 2 years has seriously embarrassed our service and has forced us to curtail the service this has been the cause of many complaints from the serious readers who have felt its effects.

Here are some of the immediate results:

Main Reading Room.-We have been compelled to restrict
still further the classes of material issued and to limit the
number of readers admitted to the room.

Smithsonian Division.-(Scientific works and publications of
learned societies.) This division has been closed and the
service discontinued.

Slavic Division.-(Russian.)

and the service discontinued.

This Division has been closed

Map Division.-This Division has been closed and the service
discontinued.

Music Division.-The Division has been closed and the service
curtailed.

2. To provide for the opening of the Law Library on Sundays and holi-
days....

Due to the increasing demands for service in the Law Library on Sundays and on holidays it has been necessary to open the Division during the past few months for 5 hours (2 p. m. to 7 p. m.) with one assistant on duty to answer unusual inquiries and to serve the more serious readers. With the demands upon the service constantly increasing we are now obliged to ask for an additional sum to keep the Law Library open from 2 p. m. to 10 p. m. additional assistants are needed, as follows:

Until last year there has been included in the appropriation $1,400 for special and temporary services at rates to be fixed by the Librarian. In the 1939 appropriation this was reduced to $700. The reduction has required one assistant to be suspended.

The need has now become imperative for a cataloger-editor professional 2) of high technical competence to administer the difficult bibliographical aspects of the more than 10,000,000 cards which now comprise the Union Catalog,

Two additional filer-typists (subprofessional 4) are urgently needed to commence a modest program of checking into the Unit Catalog approximately 3,000,000 cards now available from the Umon Library Catalog of the Philadelphia Metropolitan Area, the Cleveland Union Catalog and the libraries of the District of Columbia It is important that these cards be included as socas possible in the Urior Catalog as it will improve its value to g ernmental agencies, libraries, and especially serious investasies and research workers throughout the country.

Due to the inadequacy in former years of the appropriations for the purchase of law material, our law collection is still in many fields imperfect. It is especially important, at this time, that the appropriation be increased to $100,000 to enable us to take advantage of the opportunities to purchase needed material in early English and foreign law. The conditions in the foreign markets, at present make it possible to purchase this needed law material at greatly reduced prices.

There are also many gaps that should be filled, in our early American law collections in the fields of comparative law and jurisprudence, as well as criminal and civil law; and also in periodical and serial publications, both domestic and foreign.

The law librarian is prepared to submit further particulars.

PRINTING AND BINDING

For miscellaneous printing and binding, an increase of $150,000 is requested to be applied toward clearing arrears.

The arrears in printing alone, of material now ready for publication, amount to over $100,000.

After a recent survey we find that there are over 314,000 volumes that should be bound. To clear the arrearage in both printing and binding it would require an appropriation of over $1,600,000. For .1940 we are asking for only $150,000.

With additional space and equipment in the Annex Building, the printing and binding sections of the Government Printing Office will be better able to clear some of the arrears if funds are available.

Catalog of Title Entries of the Copyright Office

In publishing the Catalog of Title Entries during the past fiscal year, there was an average increase of 7 percent charged by the Government Printing Office in the cost of printing. To meet this increased cost during the next fiscal year, an additional sum of $3,300 will be required.

The reasons for this increase are as follows:

1. The present appropriation of $155,000 is insufficient to cover the cost of printing catalog cards for the balance of the current fiscal year. With the increase in the sale of cards to over 6,500 subscribing libraries, it is essential that the printing and reprinting of our catalog cards shall be kept up to date. The withdrawal of cards from stock has been unusually heavy during the past year resulting in a large increase in the reprinting of our regular card stock, the cost amounting to approximately $20,000. are obliged therefore to ask for this sum to be immediately available.

There has been no increase in the contingent fund since 1932. The present appropriation of $9.000 is the minimum required to meet *e normal expenses for stationery and office supplies.

With the expansion of certain divisions of the Library upon removal to the Annex Building, there will be required additional stationery and office supplies, the estimated cost being approximately $2.000. As much of the additional expense will be obligated 1.ring the current fiscal year we are asking that this additional *m be made immediately available.

PHOTODUPLICATING EXPENSES

It is proposed during the next fiscal year to initiate a program of microfilming the more important newspaper files in the Library to preserve them from complete loss through disintegration. It is estimated, on the basis of current prices, that the cost for films and necessary supplies for the first year will be approximately $1,450. The Chief of the Periodical Division is prepared to submit further particulars.
